Expression of Interest are invited for Survey on Gender Specific Obstacles to Cross-Border Trade in Select Pacific Islands.

Assignment Description

Building on preliminary work, the World Bank Group is seeking a firm to:

(i) roll-out surveys in four countries (Samoa, Papua New Guinea, Timor-Leste, and Vanuatu) among men and women cross-border traders (at the firm level), as well as men and women freight forwarders, following the WBG approved quota sampling methodology; and
(ii) undertake a detailed analysis and synthesis of the responses from five countries (the same four countries in addition to Fiji where the survey has already been piloted).

The overall objective of this project is to identify specific barriers broken down by gender that traders are facing in cross-border trade (pertaining, in particular, to the scope of the WTO TFA) through the collection of data in phone survey interviews across countries in the Pacific region.

Qualification Criteria

· 1. Experience in undertaking comprehensive survey at the firm level, preferably in developing countries *

· 2. Very strong networks across the targeted Pacific Islands *

· 3. Excellent knowledge of border management processes and procedures *

· 4. Strong understanding of potential barriers faced by women run enterprises in undertaking cross border trade in developing countries (within the scope of the Trade Facilitation Agreement in particular) *

· 5. Provide information on the qualifications of proposed team to deliver assignment. *
