Prior Information Notice for Support to the Zambian Government to strengthen its Institutional Capacity and Multi-Sectoral Coordination concerning Sexual and Gender-Based Violence (SGBV).

Contract description
The Sexual and Gender-Based Violence (SGBV) programme has three priority areas, namely: (1) Prevention of SGBV - Change of social norms and mind-sets, beliefs, attitudes and practices; (2) Service delivery - Access to and use of Support services to SGBV survivors.
This Service Contract will provide Technical Assistance to assist the Government of the Republic of Zambia (GRZ) in the implementation of this priority area, while the other two priority areas will be implemented through grant contracts with other implementing partners.
The scope of services of this specific Technical Assistance contract will include the following:
• Technical assistance on clarification of roles and responsibilities of the different line ministries and other stakeholders providing services to SGBV survivors – to be approved by the Steering committee, under the overall supervision of the Ministry of Gender;
• Technical assistance to strengthen Government's institutional capacity and policy framework in the context of SGBV prevention and access to support services, e.g. improving the referral system between different service providers;
• Technical assistance regarding standardization of simple and practical tools, protocols, and referral pathways regarding service provision to SGBV survivors - to be approved by the different Ministries involved, through the Steering committee;
• Technical assistance to strengthen Government's policy framework regarding SGBV prevention;
• Support towards strengthening of multi-sectoral coordination of SGBV prevention and response between Government Ministries, Cooperating partners, and implementing partners at national level - Using existing structures - under the overall supervision and leadership of the Ministry of Gender;
• Support the Zambian Government in management of the SGBV programme in the preparation and conducting of Steering Committee meetings and Technical working group meetings – preferably using existing structures, under the overall supervision and leadership of the Ministry of Gender, and in close collaboration with other implementing partners under the overall SGBV programme;
• Support the Zambian Government in organization of monitoring visits to Northern and Luapula Provinces – under the overall supervision and leadership of the Ministry of Gender, and in close collaboration with other implementing partners under the overall SGBV programme; and
• Support on advocacy and awareness raising activities.
