Introduction:
The Feed the Future Rwanda Hinga Weze is a USAID program implemented by CNFA in Rwanda. The goal of the Feed the Future Rwanda Hinga Weze Activity is to sustainably increase smallholder farmers’ income, improve the nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.

In the context of its activities, the Feed the Future Rwanda Hinga Weze Activity plans to purchase small stock (Chicken and Rabbits) that shall be distributed to beneficiaries, identified from Kayonza and Nyabihu in a bid to improve animal protein intake and income generation for targeted households.

Each of the Hinga Weze’s targeted households from Ruramira Sector in Kayonza District and Rurembo Sector of Nyabihu District will receive six peeps of 01-1.5 month (400-500 grams) – four hens and two rocks. In this regards, CNFA would like to purchase a total of 21, 600 chickens.

The purpose of this Request for Quotations (RFQ) is to solicit quotations from interested registered and eligible companies or individuals for the supply and delivery of SASSO (or equivalent) chickens, aged of 01-1.5 month (400-500 grams). Additionally, offerors should fulfill the following:

be skilled and experienced in nutrition sensitive interventions including agriculture, and small stock rearing and supply;
train and support the project staff on the benefits of raising small stock, and follow up with program implementation for six months including the first rotation cycle;
Have training fliers that beneficiaries shall use to properly take care of the received animals;
Having veterinary staff that may assist Hinga Weze’s beneficiaries when needed;
Having supplied the same commodities to other local farmers who may be visited by Hinga Weze’s beneficiaries to learn from their experience.
Bidders are responsible for ensuring that their offers are received by CNFA in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

Offer Deadline and Protocol:
Offers must be received no later than 05:30 PM, Kigali City time, on September 30th, 2018. Offers must be submitted by email or hard copy delivery to the Feed the Future Rwanda Hinga Weze’s office. Any emailed offers must be emailed to: hingaweze@cnfa.org while any hard copy deliveries must be stamped and signed by the offeror’s authorized representative and delivered to the Feed the Future Rwanda Hinga Weze’s office located at KG 28 AV, House 7, Kimihurura/Gasabo District, Kigali-City Rwanda.

Please reference the RFQ number in any response to this RFQ. Offers received after the specified time and date will be considered late and will be considered only at the discretion of CNFA. The cover page of this solicitation summarizes the important dates of the solicitation process. Offerors must strictly follow the provided deadlines to be considered for award.

Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 05:30 PM/Kigali time on September 24th, 2018 by email to hingaweze@cnfa.org. Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification - and the responses thereto - that CNFA believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding on September 26th, 2018.

Only the written answers issued by CNFA will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from employees of CNFA or any other entity should not be considered as an official response to any questions regarding this RFQ.

Delivery schedule after receipt of order

The animals to be purchased by Hinga Weze must fulfill the following requirements:

Female and male animals available;
Current on all required vaccines ;
Visually healthy and well developed;
Mature animal of 1-1.5 months ( 400-500 grams);
Animal that has a good record (feeding conditions);
In addition, the supplier will ensure the race authenticity and avoid the animal consanguinity issues.
Quotations:
Quotations in response to this RFQ must be priced on a fixed-price, all-inclusive basis, including delivery and all other costs. Pricing must be presented in Rwf currency. As a USAID sponsored Contractor, CNFA is exempted from being charged import duties and other eligible taxes and therefore, offers must indicate detailed price for the item and relevant taxes. Offers must remain valid for not less than sixty (60) calendar days after the offer deadline. Offerors are requested to provide quotations on official letterhead or format; in the event this is not possible, offerors may complete the table in Section 5.

In addition, offerors responding to this RFQ are requested to submit a copy of their official registration or business license.

Delivery:
The exact delivery locations in both Sectors of Nyabihu and Kayonza for the Items described in this RFQ shall be communicated in advance to the best offeror during the contract negotiations.

Moreover, as part of its response to this RFQ, each offeror is expected to provide an estimate (in calendar days) of the delivery timeframe (after receipt of order). The delivery estimate presented in an offer in response to this RFQ must be upheld in the performance of any resulting fixed price service agreement.

Source/Nationality/Manufacture:
All goods and services offered in response to this RFQ or supplied under any resulting award must meet USAID Geographic Code 935 in accordance with the United States Code of Federal Regulations (CFR), 22 CFR §228. The cooperating country for this RFQ is Rwanda.

Warranty:
Non applicable.

Taxes and VAT:
CNFA is exempt from being charged VAT, customs duty or fee, excise tax, road tax, or any other form of tax or tariff for goods and services purchased for USAID funded activities, and therefore, offers must indicate detailed price for item and relevant taxes if applicable.

Eligibility:
By submitting an offer in response to this RFQ, the offeror certifies that it and its principal officers are not debarred, suspended, or otherwise considered ineligible for an award by the U.S. Government. CNFA will not award a contract to any firm that is debarred, suspended, or considered to be ineligible by the U.S. Government.

Evaluation:
The award will be made to a responsible offeror whose offer follows the RFQ instructions and meets the eligibility requirements. Both technical criteria and cost components will be weighted accordingly to their relative importance. Other evaluation factors, other than cost or price, when combined, will be assessed if they are significantly more important than, approximately equal to, or significantly less important than cost. The evaluation committee will, among others, assess offerors’ acceptability in accordance with the technical requirements in Section 4

Best-offer proposals are requested. It is anticipated that award will be made solely on the basis of original proposals. However, CNFA reserves the right to conduct any of the following:

CNFA may conduct negotiations with and/or request clarifications from any offeror prior to award;
While preference will be given to offerors who can address the full technical requirements of this RFQ, CNFA may issue a partial award or split the award among various suppliers, if in the best interest of the Feed the Future Rwanda Hinga Weze Project;
CNFA may cancel this RFQ at any time.
Please note that if there are deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed “non-responsive” and thereby disqualified from consideration. CNFA reserves the right to waive immaterial deficiencies at its discretion.

Payment and Award:
The award will be awarded to the offeror whose quotation represents the best value to the Project. Any award and payment resulting from this RFQ is anticipated to be in the form of a purchased order. This
