SPECIFICATIONS AND INSTRUCTIONS TO BIDDERS

1. Administrative Information

1.1. It is the intent of this RFP to secure competitive proposals for the supply of satellite phones and handheld metal detectors for Yobe State LLINs Mass Campaign.

1.3. Bids must be received by Wednesday 24th April 2019 at 10:00am. Bids submitted after the deadline will NOT be accepted.

1.5. Malaria Consortium shall notify the winning bidders in writing within three working days of the bid decision. Malaria Consortium is under no responsibility to release the identity or contract terms of the winning vendor.


1.6. The submitted proposal shall include the following information. Failure to supply all requested information or comply with the specified formats will disqualify the bidder from consideration.

o Signature to confirm compliance with Malaria Consortiums Policies (section 5)

o Copy of business registration documents (proof of legal operation in Nigeria).

o Bank reference for previous 2018 (letter of sound financial standing)

? Evidence of tax payment, Tax Identification Number (TIN)

? Bidder experience with delivering security services and supplying security gadgets.

? Bidder experience with delivering security services and supplying security gadgets to International Non-Governmental Organisations.

? Bidder capacity to deliver the required documentary video and photography services including outlining any and all services that will be sub contracted.

? Total proposed cost of transportation of the items to Yobe state.

1.7. Malaria Consortium reserves the right to accept or reject any or all bids, and to accept the bid deemed to be in the best interest of Malaria Consortium, and is not bound to accept the lowest priced bid submitted.

1.8. Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its best interest.

1.9. The award criteria shall be based on the proposal’s overall response and “value for money” while taking into consideration donor and internal requirements and regulations. The award will be determined by a committee of Malaria Consortium employees.

1.10. The successful vendor(s) shall receive a contract for the period of the services required, which can be extended upon agreement of both parties.

1.11. The language for communications and required documents is English.

1.12. At any time during the validity of the bids, price variation due to any reason shall be not be accepted by Malaria Consortium after it has received the bids. At the time of award of Contract or Purchase Order, Malaria Consortium reserves the right to vary (increase or decrease) the quantity of services and/or goods, without any change in the unit price or other terms and conditions.

2. Technical Requirements& Specifications

during the Yobe State LLINs Mass Campaign.

3. Payment Terms
3.1. Malaria Consortium will make payment (in full or part) 30 days after presentation of certificate of
completion note/signed feeding dockets/Goods Received Notes and invoice outlining any deductions for
loss, damage or late delivery.
3.2. A penalty of 10% of the value of the contract will be deducted from the invoice value in case of loss,
damage or late delivery.
3.3. All payments shall be made in (Nigeria Naira) by bank transfer.
3.4. Payment will be net of tax deduction in accordance with Nigeria tax Laws. Malaria Consortium is
VAT exempted but it is mandated to make tax deduction and remit same to relevant tax authority
in Nigeria. All vendors are subject to withholding tax deductions.

3.6 The evaluation criteria as outlined in section 4 will be used to evaluate bids
4. Evaluation Criteria
For the proposal to be considered technically compliant, the proposer must achieve a minimum score of 50%.
Proposals, which do not meet the minimum score will be given no further consideration. In addition, clarity and
completeness of presentation will be considered during the evaluation.
Note that all bidders must agree to confirm compliance with Malaria Consortiums Policies (section 5), failure
to do so will disqualify the bidder.
