Tender Details

Quotation are invited for Supply of Medical Equipment in the Integrated Health Center of Mbang in the Community Mbang, Department of Kadey, Eastern Region.

Financing
The services, which are the subject of this Consultation File, will be financed by the Public Investment Budget (BIP).

7. Consultation of the file
The consultation file can be consulted at working hours and days at the MBANG City Hall from publication
of this opinion .

8. Acquisition of the file
The Consultation File may be withdrawn on the hours and days worked at the MBANG City Council upon publication of this notice against presentation of a payment receipt, to the MBANG Municipal Income, a non- refundable amount of Twenty Thousand (20, 000 ) CFA francs.

9. Submission of bids
Offers written in French or in English, in seven (07) copies of which one (01) original and six (06) copies marked
as such, will be filed under seal at the Town Hall of Mbang no later than 22 February 2019 at 10 am local time
and must bear the mention.

10. Admissibility of tenders
Each tenderer must attach to his required administrative documents, a tender security issued by a
1st-rate banking institution approved by the Ministry of Finance for an amount of 1% of the projected amount, ie one hundred thousand (100, 000) FCFA.
The deposit must remain valid Ninety (90) days from the date of submission of offers.
On pain of rejection, the required administrative documents, including the submission bond, must be produced in originals or in copies certified by the competent authority of the administrations that issued the original documents. They must be dated less than three (03) months.
Offers received after the closing date and time will not be eligible.

Any offer not conforming to the requirements of this consultation request will be declared inadmissible

11. Opening of the folds
The opening of the folds will be done in a time. The opening of administrative documents and technical and financial offers will take place on February 22, 2019 at 11 am local time, by the Departmental Commission for Procurement of Public Contracts.
KADEY sitting in the presence of the tenderers or their duly authorized representatives and having a perfect
knowledge of the file, the Departmental Financial Control of KADEY in BATOURI.

12. Evaluation criteria
Offers will be evaluated according to the following main criteria:
10.1. Eliminatory scoring:
1. Absence of an administrative document;
2. Non-compliance of one of the administrative record documents after the 48 hour statutory time limit;
3. Non-compliant technical specifications;
4. False statements or falsified documents;
5. Not having at least 70% qualification criteria;
6. Omission of a unit price of a quantified task in the financial offer.
10.2. Qualification Criteria :
The evaluation of technical offers will be made on the basis of the following essential criteria:
1. General presentation of the Offer Yes / No
2. Turnover in Fiscal Years 2016, 2017 and 2018 Yes / No
3. Financial Solvency (Solvency Certificate issued by a bank of the first order approved by MINFI Yes / No

4. Conformity of suppliers to technical specifications YES / NO
5. Delivery schedule Yes / No
Only bidders who have completed at least 70% of the above qualification criteria will receive their offer
financial review.

13. Attribution
Following the comparison of the financial offers, the Letter-Order to be drawn up will be proposed for award to the
tenderer of which:
1- The administrative documents will be considered complete;
2. Technical proposals will be deemed compliant and will have a "yes" percentage of 70% or higher;
3- The financial proposal after corrections, in accordance with the provisions of the Regulations of the Consultation of
the unit prices, the unit price schedule and the estimate, will be the lowest.
