OVERVIEW

The Jamaica Public Service Company Limited (JPS) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD25, 000, 000 towards the cost of the Smart Streetlight Project and intends to apply these funds to cover eligible payments under the Agreement. Payment by CDB will be made only at the request of JPS and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than JPS shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

The Jamaica Public Service Co. Ltd., Purchasing and Customs Department, now invites sealed bids from eligible and qualified Bidders for the Supply of LED Streetlights and Smart Controllers in Lots 1, 2, 3, 4, 5 and 6 as follows. The bidder may bid for any individual Lot or all Lots.

· Lot 1: LED fixtures (low wattage) - Supply 14, 000 LED fixtures, 58W-61W

· Lot 2: Smart Controllers - Supply 14, 000 control devices (smart controllers).

· Lot 3: LED fixtures (medium wattage) - Supply 5, 000 LED fixtures, 108W-111W.

· Lot 4: Smart Controllers - Supply 5, 000 control devices (smart controllers).

· Lot 5: LED fixtures (high wattage) - Supply 1, 000 LED fixtures, 161W-163W.

· Lot 6: Smart Controllers - Supply 1, 000 control devices (smart controllers).

ELIGIBLITY

There are no restrictions on country of source and origin. Bidders from all countries are eligible to bid.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language in accordance with the Request for Proposal document. Submissions that do not provide the information required or that do not demonstrate the prospective contractor-s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

INSTRUCTIONS

The Request for Proposal document will be available at http://www.jpsco.com/rfp from December 17, 2020.

Only Electronic submissions will be accepted, using ShareFile by Citrix. All uploads will be confidential. Upload should be place in the appropriate folder (TECHNICAL OR PRICE). Respondents must confirm their intention to bid in order to be setup in JPS ShareFile folder and Bids must be uploaded no later than the January 28, 2021 at 4pm (Jamaica Local Time). All samples of the proposed LED Fixtures/luminaire shall be submitted separately from the above Bid documents to the address below on/before January 28, 2021. Bids will be opened publicly on January 29, 2021 at 3pm (Jamaica Local Time), in the presence of Bidders` representatives who choose to attend at the second address below.

Late bids will be rejected.

The Jamaica Public Service Company Limited, JPS reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for JPS action. JPS will not defray any costs incurred by any bidder in the preparation of bids.
