1. The Provincial Government of Davao del Sur, through its Bids and Awards Committee (BAC), invites all potential bidders/contractors to apply to bid for the following project: Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



3. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.



4. Bidders should possess a valid PCAB License applicable to the above-type and cost of the contract, and should meet the other eligibility requirements stated in the eligibility documents.



5. The documents required in the eligibility documents shall be submitted as part of the technical documents of the bidders as provided in the Instructions to Bidders. Eligibility/Technical and Financial documents must be book bound and properly tab at right side in three copies (Original, Copy 1 and Copy 2), respectively. Any document submitted, not book bound shall be rejected outright. For the Financial Proposals not exceeding ten (10) pages may be book bound or securely stapled.



6. Interested bidders may obtain further information from the Provincial Government of Davao del Sur and inspect the Bidding Documents at the address given below from 8:00 a.m. - 12:00 noon, 1:00 p.m.-5:00 p.m. Mondays to Fridays.

7. Complete set of Bidding Documents may be acquired by interested Bidders on September 20-October 9, 2018 from the address below and upon accomplishing a bidder-s assessment slip which shall be issued and assessed by the BAC Secretariat and shall be duly approved by the Head of The Procuring Entity/BAC Chairperson or any of his duly representative/s and upon payment of a non-refundable fee for the Bidding Documents in the amount stated above to the Provincial Treasurer-s Office. A Special Power of Attorney from the proprietor of the company shall be presented in case the latter opted to send representative/s in his/her behalf. Only bidders who purchased the Bidding Documents with corresponding official receipt of the bidding documents will be allowed to submit bids (ITB 6.8).



8. The Provincial Government of Davao del Sur will hold a Pre-Bid Conference on September 27, 2018 at 10:00 AM at the PPDO Conference Room, Room 13 2nd Floor, Executive Building, Capitol Compound, Matti, Digos City, which shall open to all interested parties.



9. Bids must be delivered to the PPDO Conference Room, Room 13 2nd Floor, Executive Building, Capitol Compound, Matti, Digos City on or before October 9, 2018 at 10:00 a.m. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



10. Bid opening shall be on October 9, 2018, 10:00 a.m. at PPDO Conference Room, Room 13 2nd Floor, Executive Building, Capitol Compound, Matti, Digos City. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



11. The Provincial Government of Davao del Sur, reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
