1. The APEFE ( hereinafter referred to as '' Client ''), under the financing of the DGD (Directorate General Development Cooperation and Humanitarian Aid), participates in the implementation of the " Program to support learning on the spot" working "in partnership with MIFOTRA and PSF (Private Sector Federation) .

The Client intends to use part of this financing to execute the contract No. L-RW101 / 102 / 103-008 / 2018 for the supply of IT equipment for which this Invitation to Tender is launched.

2. The APEFE solicits offers from eligible bidders meeting the qualifications required to provide new and recently manufactured computer equipment.

The market consists of a single batch: IT equipment.

3. The tender documents (DAO) written in French or in English can be obtained, during working days, from 8:00 to 17:00, at the APEFE-WBI Office, KN1, St Paul, Ilot 2360, Nyarugenge, Kigali, Rwanda.

SECTION I: BIDDER INSTRUCTIONS (IAS) AND EVALUATION CRITERIA

1. Object of the contract and framework of the tender

1.1 This contract covers the purchase of new and newly manufactured computer equipment for the "Workplace Learning Support Program" co-managed by MIFOTRA, FSP and APEFE.

1.2 The call for tenders is launched for a contract composed in one lot: IT equipment. The lot is indivisible.

1.3 In this tender dossier, the terms "bid and offer" are synonymous, "day" means a calendar day.

2. Procedure

This is an advertising procedure.

3. Contracting authority

3.1 The Procurement Entity is: APEFE ( Association for the Promotion of Education and Training Abroad ).

3.2 The "Workplace Learning Support Program", represented by Mr. Faustin Mwambari, Program Director, and Ms. Marie-Pierre Ngoma, Program Administrator, awards and executes this contract under the funding of the APEFE.

4. Fraud and Corruption

5. Candidates admitted to compete

6. Documents constituting the offer

6.1 The tender must contain the following documents:

1. The letter of submission of the offer;

2. A copy of the Trade Register (related supplies);

3. An original or a certified copy of the certificate of non-payment issued by the Social Security Fund of Rwanda (RSSB);

4. An original or a certified copy of the certificate of no fee issued by the Tax Services (RRA);

5. The technical offer proposal: a detailed description of the main characteristics and technical performance of the equipment to be delivered, establishing compliance with the technical specifications; and if possible the catalogs (or documents in lieu) of the models to be delivered;

6. The proposal of the financial offer;

7. Three (3) copies of certificates of good delivery of similar equipment;

6.2 All costs incurred in the preparation and presentation of the bid will be fully borne by the bidder.

7. Bid submission forms and price schedules

The Bidder will submit its bid by completing the forms provided in Section IV, Forms. These forms must be completed without making any changes to their presentation, and no other formats will be accepted. All entries must be completed to provide the requested information.

8. Variant Offers

The tenderer may submit, if he wishes, one or two (2) variants, at the corresponding price (s) of this contract while respecting the provisions and objectives of the present Specifications. 12. Offer price and discount
