Tenders are invited for Supply, Installation and Commissioning of a Fixed Radio Frequency Spectrum Control and Management Station for the Frequency Control Center the ANSR.

1. The Government of the Togolese Republic has obtained World Bank financing of an amount equivalent to US $ 30, 000, 000 (30, 000, 000) to finance the West African Regional Program for the Development of Communication Infrastructures (English translation: West African Regional Communications Infrastructure Program or WARCIP), and intends to use part of these funds to make payments under the Contract for the supply, installation and commissioning of a fixed station. control and management of the radio frequency spectrum for the frequency control center of the National Radio Spectrum Agency (ANSR).

2. 3. Procurement will be conducted by International Competitive Bidding as defined in the IBRD-financed Procurement Guidelines and AID Credits and Donations to World Bank Borrowers, January 2011. And open to all bidders from eligible countries as defined in the guidelines.

4. The period of execution of the contract is six (06) calendar months from the date of entry into force of the contract. Incoterm is CIP.

6. The qualifications requirements are:

• Have an average turnover of the last three (3) years, equal to at least two billion (2, 000, 000, 000) CFA francs;
• Have performed in the last five (5) years at least two (2) similar contracts (ie Supply, installation and commissioning of fixed / mobile frequency spectrum control equipment). The tenderer shall supply as proof the certificate of good execution or the statement of receipt;
• Prove, documentation (bank attestation), that it has financial availability or credit facility of an amount equal to five hundred million (500, 000, 000) CFA francs; • Provide manufacturer`s authorization if the bidder intends to supply and install equipment that it does not manufacture.
• Have personnel capable of performing the contract in accordance with the provisions of section III;


7. Interested candidates may consult the complete tender dossier free of charge or withdraw it for valuable consideration against payment of a non-refundable sum of fifty thousand (50, 000) FCFA to the address mentioned above.
