1. The Local Government Unit of Solano, Nueva Vizcaya through Municipal Disaster Risk Reduction & Management Fund for CY 2019 intends to apply the sum of TWO MILLION TWO HUNDRED THOUSAND PESOS ONLY (P2, 200, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply & Delivery of Hydraulic Spreader Cutter. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Municipal Government of Solano, Nueva Vizcaya now invites bids for the goods stated above. Prospective bidders must have completed at least two (2) years similar contracts and the aggregate contract amount must be equivalent to at least fifty percent (50%) of the ABC of the lot to be bid; and the largest similar contracts must be equivalent to at least twenty-five percent (25%) of the ABC of the lot to be bid, within five (5) years immediately preceding the deadline for submission and receipt of bids. Completion of project shall be within 30 calendar days upon awarding of contract.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.



Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.



4. Interested bidders may obtain further information from Municipal government of Solano, Nueva Vizcaya and inspect the Bidding Documents at the address given below during office hours.



5. A complete set of Bidding Documents may be acquired by interested Bidders from the Local Government Unit of Solano, NV. upon payment of a non-refundable fee for the Bidding Documents to the LGU cashier in the amount of FIVE THOUSAND PESOS ONLY (5, 000.00) to commence on February 22, 2019 at 8:00 a.m. to 5:00 p.m.





6. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.



7. The Local Government Unit of Solano, Nueva Vizcaya will hold a Pre-Bid Conference March 4, 2019 at 9:00 a.m. at the Municipal General Services Office, Solano, Nueva Vizcaya which shall be open only to all interested parties who have purchased the Bidding Documents.



8. Bids must be received by the BAC Secretariat on or before March 15, 2019 at 9:00 a.m. at the Municipal General Services Office, Solano, Nueva Vizcaya. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids will be opened on the presence of the bidder-s representative who choose to attend. Late bids shall not be accepted.



9. The LGU, Solano, NV assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.



10. The Municipal government of Solano, Nueva Vizcaya reserves the right to accept or reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without incurring any liability to the affected bidder or bidders.
