Supply, Delivery & Installation of Solar Led Street Light
1. The Municipality of Esperanza, intends to apply the sum of One Million Pesos (Php1, 000, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply, Delivery & Installation of Solar Led Street Light/ Contract ID No. ESP-INFRA-37-2018 at Barangay Poblacion, Esperanza, Agusan del Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Municipality of Esperanza, now invites bids for the project Supply, Delivery & Installation of Solar Led Street Light at Barangay Poblacion, Esperanza, Agusan del Sur. Completion of the Works is required by 60 calendar days. Bidders should have completed a single contract similar to the contract to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations IRR of RA 9184, as stated in these bidding documents. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.
4. Interested bidders may obtain further information from the Bids and Awards Committee of the Municipality of Esperanza and inspect the Bidding Documents at the address given below from 8:30am to 4:30pm, Mondays to Fridays.
5. A complete set of Bidding Documents may be purchased by interested Bidders from November 7-November 21, 2018 from 8:30am to 4:30pm and on November 22, 2018 from 8:30am to 9:30am from the address below and upon payment of a non-refundable fee for the bidding documents in the amount of One Thousand Pesos (Php 1, 000.00).
It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.
6. Bids must be duly received by the BAC Secretariat at the address below on or before November 22, 2018 at 10:00a.m. at the Executive Conference Hall, 2nd Floor, Municipal Bldg. Esperanza, Agusan del Sur. All bids must be accompanied by a Bid Security in the form of Bid Securing Declaration or in Cash/Certified check or Bank Guarantee in the amount of Php 20, 000.00.
Late bids shall not be accepted.
7. Bid opening shall be on November 22, 2018 at 10:00 a.m. at the Executive Conference Hall, 2nd Floor, Municipal Bldg. Esperanza, Agusan del Sur. Bids will be opened in the presence of the Bidders representatives who choose to attend.
8. The Municipality of Esperanza reserves the right to accept or reject any bid, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
