1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Cote d’Ivoire (the “Government” or “GoCI”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Cote d'Ivoire (the “Compact”) in the amount of approximately US$ 524.7 million (“MCC Funding”). The Government, acting through MCA-Cote d’Ivoire/CNPC (the “MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation To Quote (“ITQ”) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the CNPC website (www.cnpc-mcc.ci).
2. The Compact program includes two (2) projects:
ü The Skills for Employability and Productivity Project (Skills Project) which aims to improve the employability of Ivoirians and enhance the productivity of the private sector by improving the quality and relevance of, and access to, basic and technical skills in response to private sector demand;
ü The Abidjan Transport Project (Transport Project) aims to increase the competitiveness of Abidjan as the country’s growth pole by improving the mobility of goods and people. The Transport Project will include infrastructure and institutional strengthening investments designed to improve traffic fluidity and decongest a central corridor of the city linking the Port of Abidjan to points north, west and east.

3. The Government of Côte d’Ivoire’s Abidjan Transport Project (ATP), through the Millennium Challenge Account-Côte d’Ivoire, seeks a collaborative, cloud-based system to improve the efficiency and effectiveness of its project delivery and business processes at all phases from design through construction and handover. MCA-Cote d’Ivoire/CNPC seeks to avoid multiple non-integrated computerized systems and manual processes – as well as the haphazard record-keeping and lack of stakeholder coordination that can result – by setting up an integrated and comprehensive Construction Information Management System (CIMS) for a duration of the Compact.
The CIMS will facilitate the administration and management of projects and contracts, as well as decision making and information management between parties. This system will affect the Contractor, the Engineer (Construction Supervisor), the Employer (MCA-Cote d’Ivoire), the MCC, and support consultancies to include but not limited to the Resettlement Implementation Consultant, the A&E consultant, and the Resettlement Action Plan consultant.
The CIMS solution is being procured as a Software-as-a-Service (SaaS) and is referred as the “service” in the ITQ. Consequently, all activities related to initial setup and configuration, hosting of the solution, maintaining the system to ensure the solution is current, secure and meet or exceed the performance standards are the responsibilities of the Supplier. The terms “service” and “system” are interchangeable in this ITQ.
4. In issuing this Invitation To Quote (ITQ), the Government is represented by the Comité National chargé de la mise en œuvre du Programme Compact du Millennium Challenge Corporation (CNPC). However, it is anticipated that the Millennium Challenge Account-Côte d’Ivoire (MCA-Côte d’Ivoire), a government entity, established and designated to serve as the accountable entity for Compact Implementation purposes on behalf of the Government. Prior to operationalization of MCA-Côte d’Ivoire, any references to actions taken or rights received by MCA-Côte d’Ivoire in this ITQ, including in the Form of Contract, shall be taken or received by CNPC on behalf of the Government, and any references herein to MCA-Côte d’Ivoire shall be deemed to mean CNPC during this period.
5. This Invitation To Quote follows the General Procurement Notice that appeared on the CNPC website www.cnpc-mcc.ci on April 24th, 2018, in dgMarket on April 26th, 2018, and UNDB on April 23rd, 2018, and local newspapers “Fraternité Matin” on May 8th, 2018.
6. The Invitation To Quote (ITQ) is open to all eligible entities “Suppliers” who wish to respond.
7. The contract will be awarded to the Supplier offering the lowest evaluated and substantially responsive Quotation that is able to meet all the requirements and technical specifications.
8. Suppliers interested in receiving the ITQ document including the Letter of Invitation and the Technical Specifications should register their interest by sending an e-mail, giving their full contact details, to MCACotedIvoirePA@cardno.com
9. Bidders shall be provided with a File Request Link (FRL) upon requesting the ITQ which shall be used to submit the Entire Quotation.
The File Request Link shall expire on the proposal submission deadline, specified in paragraph 11 below. The Quotation shall be submitted solely via the File Request Link. Submissions by hard copy or by email are not acceptable and shall culminate in rejection of the quotation. The File Request Link can be used more than once to submit additional documents.
All submitted documents (whether as standalone files or files in folders) shall be in word or excel, administrative documents can be provided in PDF format. It shall each not exceed 10GB.
10. MCA-Cote d’Ivoire/CNPC is not bound to accept any proposal and reserves the right to annul the Invitation To Quote (“ITQ”) process, at any time prior to Contract award without thereby incurring any liability to any Consultant.

11. The closing date and time for receipt of quotations is November 28th, 2018, at 4:00pm Abidjan time.

12. Clarifications may be requested by e-mail to the Procurement Agent up to Five (5) days before the date for presentation of quotations, at the address indicated above.
