NOTICE OF INTERNATIONAL RESTRICTED

TENDERING N ° D13-55 / AOIR / MINSANTE / CSPM-PC / 2019 of 13/03/2019 for the supply and installation of hospital equipment in certain health facilities of the Regions of Extreme North, North, Adamaoua and South.

1. PURPOSE OF THE INTERNATIONAL RESTRICTED TENDER

As part of the Joint Program MINSANTE / AFD / KfW, the Minister of Public Health has launched a vast program of rehabilitation and equipment of health facilities in the ten regions of the country. This program focused on achieving the Millennium Development Goals (MDGs 4 and 5), relating to maternal and child health. The first phase of this vast program concerns the Regions of the Far North, North, Adamaoua and South.

With this in mind, the Minister of Public Health is launching, within the framework of the first phase mentioned above, a restricted international call for tenders for the supply of hospital equipment in certain health facilities. The types of Health Facilities (FS) involved in this program are:
• District Hospitals (HD),
• District Medical Centers (CMA),
• Integrated Health Centers (CSI).
It should be noted that the MSDSs will have to be able to continue to operate throughout the duration of the services.
2. CONSISTENCY OF SERVICES
The services of this contract include the supply of equipment, commissioning, acceptance and training of personnel for the following categories of equipment:
- Small Equipment and Consumables
- Medical Furniture
- Laboratory
equipment - Equipment of Anesthesia / Resuscitation and Functional Substance
- Therapy Equipment, Functional Exploration and Monitoring
- Imaging equipment (ultrasound)
- Prenatal and maternity consultation
equipment - Operating theater equipment and surgical instruments
- Disinfection and sterilization equipment

3. DELAYS OF EXECUTION
The execution time is 120 days with delivery on site. This period runs from the date of notification of the Service Order to start the services.

4. ALLOCATION & ALLOCATION
This invitation to tender is established in two separate lots.
A bidder may be awarded both lots.
5. EXPECTED COST AND LIST OF HEALTH FACILITIES TO BE EQUIPPED
The estimated budget of the operation (supply, installation of equipment, commissioning, reception, training of personnel in the Health Training Centers (FS) of the Far North, North, Adamaoua and South Regions and related services) is indicated below:

6. PARTICIPATION AND ORIGIN
The national or international suppliers of the following shortlist established following the Call for Expression of Interest N ° D13 / 49 / AMI / MINSANTE / DEP / 2016 of 19 February 2016 are invited to participate in this invitation to tender.

7. FINANCING
The financing of the services is provided jointly by KfW (BMZ Contract No. 2006 66 172) and C2D (Assignment Agreement N °: CCM 6016 01 L).

8. PROVISIONAL SECURITY
Each tenderer must attach to his administrative documents a security deposit of tender for each of the lots requested,

12. ADMISSIBILITY OF OFFERS

16. VALIDITY OF TENDERS
Bidders remain committed to their offers for a period of one hundred and twenty (120) days from the deadline set for the submission of tenders.
