Tenders are invited for Supply and Implementation of an ERP (Enterprise Resources Planning) to the Press and Publishing Company of Cameroon (SOPECAM).

1. Object
As part of the dematerialization and automation of its financial subsystem, SOPECAM having opted for the deployment of an ERP solution within it, launches a national call for tenders open to Companies or groups of Companies capable of performing said service in accordance with the preliminary studies which have already been carried out. At a minimum, the basic ERP modules to be implemented are the following:
Accounting & Finance (General, Auxiliary, Budgetary, Analytics, Cash, Cash)
Commercial Management (Quotes, Purchases, Sales, Stocks, Collections, Customer Management)
HR management (Payroll, GPEC, Administrative)
Fixed asset management;
Wealth management ;
Default accounting statements (Debt, tax, social, budget monitoring, treasury, stock)
Default commercial reports (Monthly commercial performance on sales targets, Monthly performance on customer recovery portfolio)
ERP, in addition to centralizing company data, will have to embed a Workflow engine for the automation of business processes as well as a Dashboard for real-time monitoring of certain Accounting, financial and Commercial reports.

2. Consistency of the services
The services covered by this call for tenders consist in the supply and implementation of an ERP (Enterprise Resources Planning) to SOPECAM. The main tasks to be carried out by the service provider are as follows:
-Provision and implementation of an integrated ERP software compatible OHADA;
-Migration of data from the existing system (Gescom EMC + SAGE 100) to the ERP provided;
-Integration of said ERP with production management software (CAPE) and maintenance (CMMS);
-Matching of business procedures with the ERP provided;
-Follow-up of staff for better change management;
- Staff training (Users and Support Technicians).

3. Estimated cost
The provisional budget is one hundred and fifty million (150, 000, 000) CFA TT francs

4. Delivery time
The contract to be awarded following this national call for tenders will be executed within two hundred and seventy (270) days from the notification of the service order to start the services.
The supplies will be delivered and the services performed at SOPECAM headquarters in Yaoundé

5. Participation and origin
The call for tenders is open to all Companies, Design Offices (BET), and any group of Consultants, under Cameroonian law practicing on the national territory and having expertise in the field of ERP.

6. Financing
The services covered by this call for tenders will be financed by the SOPECAM Fiscal 2020 Investment Budget:

7. Consultation of the file

8. Acquisition of the file
The invitation to tender dossier can be obtained from the Markets Department of the Press and Publishing Company of Cameroon in Yaoundé, located Boulevard de l`OA, upon publication of this notice, during working hours, upon presentation of the payment receipt, at account N ° 335 988 opened at the International Bank of Cameroon for Savings and Commerce (BICEC) in favor of the "Special Purpose Account (CAS) ARMP", for the non-refundable sum of one hundred and thirteen thousand (113, 000) FCFA .

9. Submission of tenders
Each offer, written in French or in English in seven (07) copies including one (01) original and six (06) copies respectively marked as such and in accordance with the instructions of the DAO, must reach the Market Service of the Press Company and d Editions du Cameroun in Yaoundé, located Boulevard de l OUA, PO Box 1218 Yaoundé no later than March 25, 2020 at 12 noon, in three (03) internal and separate envelopes identifying:
Envelope A : Administrative file;
Envelope B : Technical offer;
Envelope C : Financial offer.
These three (03) envelopes will be placed inside a fourth which must bear the following single mention:
“NATIONAL CALL FOR TENDERS OPEN IN EMERGENCY PROCEDURE N ° 01 / AONO / SPE / CIPM / 2020 OF FEBRUARY 20, 2020 FOR THE SUPPLY AND IMPLEMENTATION OF AN ERP (ENTERPRISE RESOURCES PLANNING) TO THE PRESS AND EDITION COMPANY OF CAMEROON ( SOPECAM) ".

NB: The 4th envelope must not bear any indication of the identity of the tenderer under penalty of rejection.
Offers received after the closing date and time will not be accepted.

10. Provisional security
Under penalty of rejection, each tenderer must attach to his administrative documents a refundable tender deposit produced by a first-rate banking or insurance establishment approved by the Ministry in charge of Finance (see list in Exhibit 11 of the DAO) of an amount of three million (3, 000, 000) CFA francs, valid for one hundred and twenty (120) days from the date of opening of tenders.

11. Admissibility of tenders
Under penalty of rejection, the required administrative documents must be produced in originals or certified copies by the issuing service or an administrative authority, as the case may be, in accordance with the provisions of the Supplementary Regulations for the Invitation to Tender. They must be dated less than three (03) months before the original date of submission of tenders or have been established after the date of signature of the Invitation to Tender.

12. Opening of bids
The folds will be opened in two stages:
The envelopes containing the administrative documents and the technical proposals will be opened on March 25, 2020 at 1 p.m. local time, by the Internal Procurement Commission, at SOPECAM headquarters in the conference room of its General Management, in presence of bidders who so desire or their duly authorized representatives with full knowledge of the offers.
Financial offers will be opened on a date determined by the Internal Procurement Commission after the technical evaluation and will only concern tenderers with a complete and compliant administrative file and a technical score equal to or greater than the required threshold which is 75%.
Only tenderers may attend these opening sessions or be represented by a person of their choice duly authorized.
