Tender Details

Tenders are invited for The Supply and Implementation of an ERP (Enterprise Resources Planning) to the Press and Editions Company of Cameroon (Sopecam).

Consistency of the services
The services that are the subject of this invitation to tender consist of the supply and implementation of an ERP (Enterprise Resources Planning) to SOPECAM. The main tasks to be performed by the service provider are as follows:
Supply and commissioning of an OHADA-compatible ERP integrated software package;
Migration of existing system data (Gescom EMC + SAGE 100) to the provided ERP;
Integration of this ERP with production management software (CAPM) and maintenance (CMMS);
Matching business procedures with the ERP provided;
Staff monitoring for better change management;
Staff training (Users and support technicians).

Estimated cost
The estimated budget is one hundred and fifty million (150, 000, 000) CFA francs including tax .

Financing
The services that are the subject of this call for tender will be financed by the SOPECAM Investment Budget Financial Year 2019:

Submission of bids
Each offer, written in English or French in seven (07) copies, one (01) original and six (06) copies respectively marked as such and in accordance with the requirements of the DAO, must reach the Service des Marchés de la Société de Presse and d Editions du Cameroun in Yaoundé, located OUA Boulevard, PO Box 1218 Yaoundé no later than January 10, 2020 at 12 o`clock, in three (03) internal and separate envelopes identifying:
Envelope A : Administrative file;
Envelope B : Technical offer;
Envelope C : Financial Offer.
These three (03) envelopes will be placed inside a fourth which must imperatively carry the only following mention:
"CALL FOR OPEN NATIONAL OFFERS N ° 06 / AONO / SPE / CIPM / 2019 FROM 04 DECEMBER 2019 FOR THE SUPPLY AND IMPLEMENTATION OF AN ERP (ENTERPRISE RESOURCES PLANNING) TO THE PRESS COMPANY AND EDITIONS OF CAMEROON (SOPECAM)".

Provisional bond
On pain of rejection, each tenderer must attach to his administrative documents a refundable tender deposit issued by a bank or insurance institution of the 1st order approved by the Ministry in charge of Finance (see list in Exhibit DAO 11). an amount of three million (3, 000, 000) CFA francs, valid for one hundred and twenty (120) days from the date of opening of tenders.
