WHEREAS, pursuant to Rule IV Section 26.1 of Republic Act No. 12009 the Procuring Entity shall adapt any of the modes of procurement consistent with the Fit-for-Purpose procurement approach;
WHEREAS, Rule I particularly Section 2. Declaration of Policy, states that the provisions of this IRR are in line with the commitment of the Government of the Philippines (GoP) to promote the ideals of good governance with a view towards transparency, competitiveness, efficiency, proportionality, accountability, public monitoring, procurement professionalization, and sustainability in government procurement;
