Tenders are invited for Supply and Delivery of Household Class C Water Meters and Fittings for WSSP (Namtha and Batch 2&3)

1. The Lao People-s Democratic Republic has received financing from the Asian Development Bank toward the cost of the Water Supply and Sanitation Sector Project and intends to apply part of the proceeds toward payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Department of Water Supply of the Ministry of Public Works and Transport (MPWT) (the “Purchaser”), invites sealed bids from eligible Bidders for the supply and delivery of about 14, 629 sets of Household Class C Water Meters and Fittings for WSSP (New Namtha and Batch 2&3) in Lao PDR.

3. National Competitive Bidding will be conducted in accordance with Single-Stage: OneEnvelope bidding procedure and is open to all bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding: • Submitted audited balance sheets and income statements or other financial statements acceptable to the Purchaser, for the last three (3) years to demonstrate the current soundness of the Bidder-s financial position. • Minimum average annual turnover of Lao Kip 4.3 billion, within the last three (3) years. • Access to liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements at Lao Kip 1.6 billion for the contract net of the Bidder`s other commitments. The figures used should be derived from audited balance sheets years and income statements or other financial statements for the last three (3) years, which shall form a part of the bid. • Participation in at least one (1) contract that has been successfully or substantially completed within the last three (3) years as main supplier and that is similar to the proposed works, where the value of at least Lao Kip 2.2 billion. • All pending litigation shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder-s worth.

6. To purchase the Bidding Documents in (English), interested eligible Bidders should:
a) Visit the office of the Project Coordination Unit (PCU) at the address below and pay a
non-refundable fee of lao Kip 1, 000, 000 for each set upon the submission of a
written application. The method of payment will be by cashier-s check or in cash in
favor of the PCU.
OR
b) Request for delivery by sending a written application to the PCU at the address
below. In this case and in addition to the sum in (a), the application must include a
cashier-s check in favor of the Department of Water Supply, Ministry of Public Works
and Transport, for the amount of Lao Kip 1, 500, 000 per set to cover the cost of a
courier. No liability will be accepted for loss or late delivery.
7. Deliver bids:
• to the address mentioned below
• on or before the deadline: 16 September 2019 at 10:00 hours
• Together with a Bid Securing Declaration.
Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly
opened in the presence of the Bidders- designated representatives and anyone who
choose to attend at the address below at 10:00 hours on 16 September 2019.
