SUPPLY AND DELIVERY OF CUSTOMIZED UNIFORMS FOR TIEZA EMPLOYEES C.Y. 2019





Invitation to Bid No. 19-04-0008





1. The Tourism Infrastructure and Enterprise Zone Authority, through the Approved Corporate Operating Budget intends to apply the sum of Four Million Eighty Six Thousand Pesos Only (Php 4, 086, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY AND DELIVERY OF CUSTOMIZED UNIFORMS FOR TIEZA EMPLOYEES C.Y. 2019. Bids received in excess of the ABC shall be automatically rejected during the Opening of Bids.



2. The Tourism Infrastructure and Enterprise Zone Authority now invites bids for the said project. Delivery of goods is required within 120 days upon issuance of Notice to Proceed. Bidders should have completed, within the last three (5) years from the date of submission and receipt of bids, a contract similar to the project which is at least fifty per cent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instruction to Bidders.



3. Bidding will be conducted through open competitive bidding using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



4. Bidding is restricted to Filipino Citizens/Sole Proprietorships, Partnerships, or Organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations which grant similar rights or privileges to Filipino citizens pursuant to RA 5183.Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB.



5. Interested Bidders may obtain further information from the Tourism Infrastructure and Enterprise Zone Authority at the address given below during office hours: (8:00a.m-5:00p.m.)



6. A complete set of Bidding Documents may be acquired by interested bidders on April 26, 2019- May 19, 2019 from 8:00 am to 5:00 pm, except Saturdays, Sundays and Holidays and on May 20, 2019 from 8:00 to 12:00 pm at the office of the BAC Secretariat, 7th Floor, Tower 1 Double Dragon Plaza Double Dragon Meridian Park Macapagal Avenue corner Edsa Extension Bay Area Pasay City, and upon payment of a non-refundable fee in the amount of Four Thousand Pesos only (Php 4, 000.00) for the Bidding Documents.



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (Philgeps) and the website of the Procuring Entity, provided that bidders shall pay the fee for the bidding documents not later than the submission of their bids.



7. The Tourism Infrastructure and Enterprise Zone Authority will hold a Pre-Bid Conference on May 6, 2019, 2:00 pm at 7th Floor, Tower 1 Double Dragon Plaza Double Dragon Meridian Park Macapagal Avenue corner Edsa Extension Bay Area Pasay City. Only prospective bidders who bought the bidding documents may attend the Pre-bid Conference but those who had not purchased the bid documents may still ask questions or clarifications thru email or letter within (3) calendar days from conduct of the Pre-Bid Conference.



8. Bids must be duly received by the BAC Secretariat at the address below on or before on May 20, 2019, 1:30 pm. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Late bids shall not be accepted.
