Supply and Delivery of 28 units Patrol Boat Equipment for the RPMO, PFOs and LGUs for the FishCORAL Project
1. The Autonomous Region in Muslim Mindanao-Bureau of Fisheries and Aquatic Resources- (ARMM-BFAR), through the loan proceeds from IFAD, intends to apply the sum of One Million Eight Hundred Forty Eight Thousand Pesos (PhP1, 848, 000.00) being the Approved Budget for the Contract (ABC) under the contract/s for each lot. Bid received in excess of the ABC for each lot shall be automatically rejected at bid opening.
2. The ARMM-BFAR now invites bids for the -œSupply and Delivery of 28 units Patrol Boat Equipment for the RPMO, PFOs and LGUs for the FishCORAL Project-. Delivery of Goods are required within 30 days after receipt of the Notice to Proceed (NTP). Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
4. Interested bidders may obtain further information from the BAC Secretariat of ARMM-BFAR and inspect the Bidding Documents at the address given below during Mondays to Fridays at 9:00 AM to 5:00 PM only.
5. A complete set of Bidding Documents/Technical Specifications may be acquired by interested Bidders on April 6, 2018.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The ARMM-BFAR Bids and Awards Committee will hold a Pre-Bid Conference on August 21, 2018 at 10:00 o- clock in the morning at the ARMM-BFAR Conference Room, ORG Compound, Cotabato City, which shall be opened to prospective bidders.
7. Bids must be duly received by the BAC Secretariat at the address below on or before September 4, 2018 at 10:00 O- clock in the morning at the ARMM-BRAR Conference Room, ORG Compound, Cotabato City. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on September 4, 2018 at 10:00 O- clock in the morning at the ARMM-BRAR Conference Room, ORG Compound, Cotabato City. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
8. The Fisheries, Coastal Resources and Livelihood (FishCORAL) Project is a joint endeavor of the Government of the Philippines and the International Fund for Agricultural Development (IFAD). The Department of Agriculture is the executing agency with the Bureau of Fisheries and Aquatic Resources. The project has three (3) components, namely: (i) Coastal Resource Management; (ii) Livelihood Development; and (iii) Project Management and Coordination.
Furthermore, pursuant to Sec. 7.05 (b) of IFAD General Conditions for Agricultural Development Financing, bidders, suppliers, contractors, sub-contractors and consultants are required to:
(i) Allow full inspection by the Fund of all bid documentation and related records;
(ii) Maintain all documents and records related to the bid or contract for three years after completion of the bid or contract; and
(iii) Cooperate with agents or representatives of the Fund carrying out an audit or investigation.
9. The ARMM-BFAR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
