INVITATION TO BID

Supervisory Control and Data Acquisition (SCADA) Project for

Baguio Water District Operations

1. BAGUIO WATER DISTRICT (BWD), through its Bids and Awards Committee (BAC), intends to apply the sum of EIGHTEEN MILLION PESOS (Php18, 000, 000.00) being the Approved Budget for the Contract for the Supervisory Control and Data Acquisition (SCADA) Project for Baguio Water District Operations

2. The BWD-BAC now invites bids for the Supervisory Control and Data Acquisition (SCADA) Project for Baguio Water District Operations. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to this undertaking.

3. Bidding shall be conducted through an open competitive bidding procedure using a non-discretionary -œpass/fail- criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184, otherwise known as -œGovernment Procurement Reform Act-.

Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184, as amended.

4. Interested bidder may obtain further information from the BWD-BAC and inspect the Bidding Documents at the address given below during regular office hours (8:00 a.m. to 5:00 p.m.).

A complete set of Bidding Documents may be purchased by interested bidders at the address below from April 30, 2019 to May 27, 2019 (not later than 10:00 a.m.) and upon payment of a non-refundable fee for the Bidding Documents in the amount of Php25, 000.00.

The bid documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

5. The BWD-BAC shall hold a Pre-Bid Conference on May 14, 2019 at 9:00 a.m. at Baguio Water District, No. 003 Purok BWD, Brgy. Marcoville, Utility Road, Baguio City.

6. Sealed bids shall be delivered to the address below on or before May 27, 2019 at 10:00 a.m. All bids shall be accomplished by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

7. Bid opening shall be on May 27, 2019 at 10:00 am at Baguio Water District, No. 003 Purok BWD, Brgy. Marcoville, Utility Road, Baguio City. Bids shall be opened in the presence of the bidders- representative/s who choose to attend. Late bids shall not be accepted.

8. BWD assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.

9. BWD reserves the right to accept or reject any bid, annul the bidding process, and/or reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder/s.
