Description : Background

HIV prevalence in Rwanda has been stable for several years at a national average of 3 per cent among people aged 15-49 years (4% among women and 2% among men). However, HIV prevalence is much higher among Female Sex Workers, many of whom fall in the 15-24 age bracket. Furthermore, the number of new HIV infections among adolescents and young people in the general population seems to be increasing due to their engagement in risky behaviour and inadequate utilization of HIV prevention services[1]. Comprehensive knowledge on HIV is still inadequate (only 62% of girls and 60% of boys have comprehensive knowledge). In the 15 19 years age group, HIV testing is low, particularly among boys (29%) compared to girls (61%), and fewer girls (52%) than boys (67%) in this age group use condoms to prevent HIV. Consequently, girls are more vulnerable to HIV infection and boys are more vulnerable to AIDS-related deaths. In July 2016, Rwanda launched the "Treat all" strategy, in line with WHO and UN recommendations towards ending the AIDS epidemic by 2030. The strategy is linked to the 90-90-90 targets by 2020. This simply means early identification through HIV testing to reach at least 90 per cent of people living with HIV, early enrolment on treatment to reach at least 90 per cent of those who are HIV positive, and to ensure effective treatment (viral suppression) of at least 90 per cent for those who are on treatment.
