Somalia Evaluation Consultant - Shuraako Annual Business Survey

Period of performance: September-October 2018

Purpose

The purpose of this Scope of Work is to describe the responsibilities of an evaluation consultant to assist ONE EARTH FUTURE in the organization’s efforts to continue to collect and analyze information related to the Shuraako program objectives of decreased organized political violence in Somalia.

Background

ONE EARTH FUTURE (OEF) is conducting research to collect annual business survey information from Shuraako’s clients in Somalia. ONE EARTH FUTURE expects that the outcome of this research will provide critical information required to determine progress on indicators from its Monitoring and Evaluation (M&E) Plan. Key assessment questions will center around the business and its practices, income and working environment. This effort is also aiming to help determine a baseline for certain indicators of the Shuraako program.

Key evaluation questions

As determined by the survey and qualitative tools – see Annex I and II, which will be updated.

Methodology

This will be a mixed methods approach, with a focus on quantitative data collection, with complementary qualitative information. The tools to be utilized will be developed by OEF based on literature reviews and previous experiences. Principles guiding this methodology will be feasibility, timeliness and accessibility to participants. The consultant is expected to provide quality control during the process, as well as maintain technology.

Expected sample size is 45 interviews (15 interviews each in Somaliland, Puntland, South Central) and 9 focus groups (3 focus groups each in Somaliland, Puntland, South Central) with 6-10 participants in each.

Activities

In close collaboration with ONE EARTH FUTURE, the consultant will be responsible for the following activities:

· Detail an operational plan with timelines

· Components include but are not limited to: convergent mixed methods approach with points of interface; how the merging of quantitative and qualitative data will take place; data collection and analysis; use and maintenance of technology; budget (including technology); management of enumerators, if necessary; data security

· Participate in regular virtual meetings with designated ONE EARTH FUTURE staff

· Review and finalize ONE EARTH FUTURE’S evaluation tools, as well as development of training guide

· Set up and implement data collection, with proper application of quality control standards

· Travel throughout Somalia to conduct the assessment, where clients are located

· Data entry, cleaning and analysis

· Write a preliminary and final report of research findings and propose recommendations to ONE EARTH FUTURE for review and comment

· Presentations to 3 groups of stakeholders (detailed below)

· Return technology to OEF (otherwise costs deducted from payments)

Period of Performance

The first phase of the project will take place from September-October, 2018* (30 total working days).

*Final dates to be determined depending on consultant start date.

Deliverables/outcomes

· Final revised assessment tools (based on ONE EARTH FUTURE’s tools)

· Interview and focus group guide

· Collected data in CSV format

· Computer files with research data

· Final report on research with recommendations

· Presentation of results in a brief

· PowerPoint presentation of results to: (1) clients in an open event for data validation and buy-in; (2) Shuraako field staff; (3) OEF / Shuraako HQ staff

· Return technology purchased to OEF

Place of performance

The place of performance is at the location of the consultant and in Somalia where clients are located. The location for preparing the research questions, conducting data analysis and writing the final report can be determined by the consultant as long as the consultant will have regular access to email, a computer, WhatsApp and Skype during the consultancy.

Required qualifications

· Experience leading evaluation team, preferably in developing countries

· Ability to seek, organize and synthesize information

· Ability to work both in a team and independently

· Excellent writing skills

· Computer literacy

· At least 3 years’ experience working within Somalia

· Business-level English

· Demonstrated facilitation skills

· Ability to conduct research in Somalia during specified timeframe

· Ability and willingness to travel around Somalia

· 5+ years’ experience in evaluation

· Minimum Bachelor’s degree or equivalent

Highly desirable qualifications:

· Ability to speak Somali

· Familiarity and experience working with small- and medium-sized enterprises

· Familiarity with issues affecting businesses in conflict-affected areas (e.g., governance-related)

· Familiarity with Somali governance structures

All material produced because of this consultancy will remain the intellectual property of ONE EARTH FUTURE. They may be used or reproduced only with prior agreement from ONE EARTH FUTURE and may not be used for profit at any time.

Conditions

Full payment of TBD will be remitted to consultant upon receipt and approval of deliverables and an invoice detailing the work performed. There will be 3 payments:

· Payment 1 (10%): upon signature of contract

· Payment 2 (45%): upon receipt of database

· Payment 3 (45%): upon receipt of final report, presentation and return of technology
