Software development services - quick event detection
the u.s. Geological survey requires professional software development services to enhance smartphone based, android platform earthquake early warning (eew) and tsunami early warning (tew) software referred to as "quick event detection, " or "qed." the qed software utilizes the built-in accelerometers and communication capability of smartphones, in conjunction with an accessory gnss chip. The two sensors provide complementary earthquake shaking and ground displacement information that can be combined into real-time eew and tew metrics. Much of the global population exposed to high earthquake and tsunami risk does not benefit from eew/tew systems due to the high cost of such systems. This problem is particularly acute in south and central america. Expansion of smartphone-based qed has the potential to bring basic eew/tew to millions of people in developing countries.
The proposed contract is a single-award, indefinite-delivery, indefinite-quantity (idiq) contract with an ordering period of five (5) years and an ordering ceiling not-to-exceed $1m. We intend to utilize the procedures of federal acquisition regulation (far) part 12, acquisition of commercial items, in conjunction with the procedures of far subpart 13.5, simplified procedures for certain commercial items, as software development is a commercial service. Orders will be placed for specific development tasks as the software matures and funding becomes available. Individual task orders will be firm-fixed-price with objective deliverables whenever possible; however, from time-to-time labor hours tasks may be agreed-upon for more nebulous development work. The statement of work will be published with the request for quotations (rfq), which we tentatively expect to be available approximately the week of 06/10/2019.
