Title : Slum Upgrading and Community Development Specialist

Description : Procurement of a Slum Upgrading and Community Development SpecialistThe Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services.The Project will be implemented through four-interrelated Components, namely:1. Climate Resilient Drainage and Flood Mitigating Activities; 2. Solid Waste Management Capacity Improvements;3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and4. Project Management.Objective of the Assignment The objective of this assignment is to support the effective implementation of the project by assisting the Project Coordination Unit (PCU), the Project Implementation Unit (PIU) of the Ministry of Inner City and Zongo Development (MICZD), and the Project Support Units (PSUs) of the participating local governments together with the Planning and Design Consultants in the execution of their respective tasks in the planning, design and implementation of the community upgrading interventions as detailed under Component 3.1The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.mwh.gov.gh Hardcopies may be obtained from Room 59, Ground Floor, Ministry of Works and Housing within office hours and email at the addresses below.The Ministry of Works and Housing now invites eligible Individual consultant ("Consultant") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.Consultant s qualification and ExperienceThe Slum Upgrading / Community Development Consultant shall have the following qualifications and experience.i. Qualification Advanced university degree (Masters or equivalent), preferably in Community Development, Urban Planning, Municipal Infrastructure or Engineering, Public Health Engineering, Informal Settlement Upgrading, or closely related fields. A Bachelor s degree in Civil Engineering, Social Sciences, Community Development or related fields is a requirement. ii. Experience and capabilities• Minimum of seven (7) years of working experience on slum upgrading projects or community development projects involving basic services and infrastructure development in low-income communities, or works of a similar nature; • Demonstrated experience in an advisory / support role for not less than three (3) slum upgrading interventions; • Have international experience. • Ability to work with low-income households and communities. • Good communication and writing skills• Proficiency in any Ghanaian language is an added advantageiii Required Competencies• Exc...
