Tenders are invited for Short Term Technical Consultancy on stock out of HIV commodities in three (3) counties; Montserrado, Margibi and Grand Bassa.
I. Background
In April of 2018, it was reported in the local daily that major health facilities across the country were experiencing stock out of HIV commodities particularly ARVs. Initial inquirer into the matter by the Commission established that though there were medication in country stocked at the Free Port of Monrovia, health facilities were completely stocked out due to bottlenecks created by the MOU signed between UNSAID and Chemonics who manages the warehouses at the Port.
II. Objectives of the Assignment:
The purpose of this consultancy is to improve the management of HIV commodities at 18 integrate health facilities in Montserrado County to prevent stock out.
III. Scope of Work
The consultant is expected to work closely with the M&E mandate, the CMS, NACP and Montserrado County Health Team to undertake the following specific tasks:
? Monitor the stock of HIV commodities at the 18 IHF in Montserrado County
? Work with CMS and pilot an “Early warning alert scheme” at all IHF to prevent stock out.
? In collaboration with CMS, develop a propose protocol for supply of drugs in case of emergency.
? Provide weekly reports on stock level of HIV commodities at IHF in Montserrado
? Conduct a review of packing slips from CMS/Chemonics and reconcile them with records at the pharmacies of IHF
IV. Deliverables
It is expected that at the end of the consultancy, the consultant will produce the following:
? A comprehensive report on HIV commodities stock at IHF and recommend measures for improvement (within the scope of the Commission’s mandate).
V. Payment Terms Payments will be done in two (2) equal instalments. The first payment will be made upon the signing of the contract agreement, the second and the final payment made upon the submission of the final report.
VI. Consultancy Composition and Duration
This consultancy is for a maximum of 60 days.
VII. Competencies & Experience
The consulting individual consultant must meet the following minimum requirements:
? A Bachelor degree in development studies, pharmacy and public health with emphasis in health care delivery
? Minimum 5 years’ work experience in health, specifically HIV and AIDS etc.
? Knowledgeable with the current supply chain management system of Liberia
? Fluency in English (written and spoken)
