POSITION SUMMARY: Winrock International is preparing a new program in five countries in the Central Asia Republics that will build host governments- and other stakeholders- capacity in addressing trafficking in persons; reduce the vulnerability of individuals to trafficking; enhance CTIP regulatory frameworks; and facilitate regional cooperation. The Uzbekistan Counter-Trafficking in Persons (CTIP) Consultant will be responsible for conducting a rapid assessment of issues relating to counter-trafficking efforts in Uzbekistan, input into the project design and support recruitment.

TASKS:

Supply contextual information about drivers and contributing factors to trafficking for sexual and labor exploitation in and from Uzbekistan. Prepare a briefing document with analysis on the nature and scope of trafficking in persons per provided instructions.

Summarize relevant regional, bilateral and national policies relating to TIP, including national referral mechanisms and victim identification. Summary should include an analysis of how well these laws/policies are being enforced.

Provide an overview and analysis of existing and recent counter-trafficking efforts by the government, civil society, and private sector, both at the national and community levels.

Offer recommendations on filling existing gaps to prevent TIP, protection the survivors and improve policies and partnerships within the country and on the regional level.

Organize and conduct meetings with government representatives, international and local NGOs focused on trafficking and safe migration, and other key stakeholders in Uzbekistan, and follow-up as requested.

Assist in the collection of relevant follow-up documents (e.g., project reports, research, policy, tools) from stakeholder groups and other sources.

Help develop and continuously add to the list of potential stakeholders relevant to proposed programming.

QUALIFICATIONS: Successful candidates will have strong written and oral communication skills, familiarity and ease of access with key relevant government and nongovernmental stakeholders, and detailed technical knowledge in the area of trafficking in persons and forced labor in Uzbekistan. Fluency in written and spoken English is required.

Education: Bachelor-s level degree required in education, international development, leadership, political science, or a relevant social science discipline; Master-s degree preferred.

Technical experience:

Applicants must have demonstrated work experience in similar consultancies and technical areas.
Experience in Uzbekistan is required.
Skills/Knowledge:**

Detailed knowledge or understanding of social, economic, and political context governing trafficking in persons in Uzbekistan required.
Knowledge of USAID and NGO regulatory environment in-country is desirable.
Demonstrated effective interpersonal skills.
Fluency in English is required.
Excellent written and oral communication skills.
Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
