1. Background



As the facilitation arm of BOI, the Investments Assistance Service (IAS) wants to accelerate its initiatives to improve the country-s performance in terms of ease of doing business in the Philippines. IAS believes that the country-s progress in the business climate will attract foreign investors and boost the morale of our existing investors. IAS is firm that a country whose business platform is emerging reflects a booming economic growth.



Undersecretary Ceferino S. Rodolfo highlighted that BOI is not only here to provide fiscal incentives but we are also here to provide facilitation that will gain the trust of the potential and existing investors. Thus, the team is eager to render total management solution to ensure that the issues and concerns are facilitated at the earliest time possible; open more possibilities for the retention, expansion and diversification of their businesses. It is a unified goal of the team to bring the services closer to the investors by conducting Strategic Investor-s Aftercare Program (SIAP), Awareness Seminar for the Investors and the LGUs and a handholding assistance through the government partnership established at the Investments Promotion Unit Network (IPUNet).



To fully grasp the success in promoting and developing the investments in the country, an extensive and more convenient way of assistance was offered to the clients. The BOI-OWN a cloud based web portal that can be accessed thru a mobile application system. It enables the investors to lodge queries and concerns online, as well as to access databank of information related to business and investments. The project also includes a system that can fast track and monitor the real time status of investor-s inquiry and concerns via text message.



IAS-ASD envisions to effectively utilize BOI-OWN and the facilitation initiatives of IAS-ASD which can be achieved by ensuring that these projects were widely promoted to its partners and clients by creating an Audio Visual Presentation (AVP). Its very purpose is to stimulate the widespread attention, create curiosity and set expectations among our existing and potential investors. The team aims to create two (2) 30-second AVPs; one is to showcase the IAS-ASD initiative and the other one is to have a brief AVP version of BOI-OWN that aims for a shorter viewer engagement. In September 2017, a BOI-OWN AVP was created. This is an initial project to further promote BOI-OWN that was shown on various seminars and meetings which contains the history, advantages and contents of BOI-OWN.







2. Objectives



These two 30-second animated video presentation of BOI-OWN and the facilitation initiative of IAS-ASD will serve as a tool to:

a) Identify the real intentions of IAS-ASD and highlight its strength

b) A concise promotion of ASD-s initiatives

c) Promote BOI-OWN as an online investments facilitation

d) Promulgate the goals of BOI that the agency does not only give fiscal incentives but also offers facilitation with the investor-s issues, concerns and queries

e) Repetitively expose the benefits and the convenience of using BOI-OWN

f) To build a trust-based relationship among its client by showing them that BOI-IAS is their ally and will help them to retain and flourish their business.

g) To create a visually appealing medium of promotion that will easily catch the attention of the viewers and retain its impact

h) To serve as a promotional material that will be shown in public places and events such as: airports, seminars, TV stations, etc.



3. Scope of Work



IAS-ASD will hire a service provider to execute the project, which shall undertake the following tasks:



a) Conceptualize the animated presentation such as the storyboard, script and the execution of effects that shall make it appealing to the target viewers.
