Tetra Tech International Development Services (https://careers.tetratechintdev.com), headquartered in Arlington, VA is a holder of the Famine Early Warning Systems (FEWS NET) 7 IDIQ contract. Tetra Tech is now accepting expressions of interest from qualified candidates to join the Washington DC-based FEWS NET Pillar One - Emergency Food Security Analysis Team, to facilitate rapid start-up should USAID award this Task Order to Tetra Tech.

FEWS NET is a leading provider of food insecurity monitoring and early warning services that enable the US Government and its partners, including governments and national, regional, and international government and non-governmental organizations, to prepare for and respond to food security crises anywhere in the world. FEWS NET is headquartered in Washington DC and has 26 country and regional offices in Africa, Asia, and Latin America. The objectives of activities implemented under Pillar One are to: (1) build the evidence base for food security analysis; (2) carry out emergency food security analysis and decision-support; and (3) strengthen networks and local systems to improve their capacity to contribute to and utilize FEWS NET analyses and reporting.

The Senior Project Accountant is a Washington DC based position that sits within the Operational Support Team and maintains all project accounts in coordination with all project filed offices.

Responsibilities:

* Manage and update project accounting and financial control systems in accordance with USAID and Tetra Tech rules and regulations;

* Manage the preparation and submission of monthly expenditure reports to the home office Chief Accountant;

* Provides guidance to all staff for complying with the budgetary regulations of Tetra Tech;

* Manages Financial Accounting System including cash flow, tracking expenditures, and preparing monthly financial reports;

* Tracks expenses against budget line items;

* Manages cash disbursement and HQ office petty cash account;

* Manages inventory spreadsheet and prepares property purchase report;

* Manages VAT tax exemption process, prepares monthly reports to Public Revenue Office;

* Ensures timesheets are completed and processed appropriately;

* Reconciles bank records and prepares monthly bank report;

* Tracks USAID approvals for travel, hiring, equipment procurement;

* Provides Financial and budgetary information for USAID as needed;

* Participates in the project procurement process of goods and consulting services by drafting requests, analyzing proposals, drafting contracts, negotiating contracts and prices, and preparing the required documentation;

* Managing HR records for each employee including employment contracts, employment evaluation forms, employment forms and documents, annual leave;

* Ensures the travel expense reports are properly completed and outstanding cash advances for travel are reconciled;

* Manages confidential payment of monthly payroll and orders payments of income tax, pension health, and unemployment benefits to government funds;

* Manages disbursement of all grantees under grants program;

* Supervises the work of the Administrative assistant and his/her duties;

* Other duties as assigned by the Director of Administration and Finance;

* Report to the Director of Administration and Finance.

Essential Qualifications and Competencies:

* Bachelor-s degree in accounting or finance;

* Fluency in English required; French or Spanish language skills preferred;

* At least five years of experience in USG-funded project accounting, with at least two years of experience as accountant on large ($100 million) USAID-funded multi-country project(s) preferred;

* Proficient in the use of Microsoft Office, QuickBooks, and Oracle. * U.S. citizenship or a valid U.S. work permit is an absolute requirement.
