Scope: Senior Health Systems Strengthening (HSS) Advisor Position - GS-14. The Senior HSS Advisor is a key member of the HSS team, providing leadership, strategic vision, strong management, staff mentorship and works in close collaboration with other health units in the Office of Health and HIV (OHH), as well as with other offices in the Mission, to achieve the goals set forth in Agency, Mission, and other relevant strategies and guidance. The Senior HSS Advisor provides highly specialized technical and professional leadership to plan, implement, monitor, and oversee selected activities within OHH related to improved health systems, including health financing, human resources for health (HRH), leadership and governance, and institutional capacity building. In addition, s/he helps to shape and influence health sector policy and exercises considerable judgment and discretion in dealing with senior-and mid-level partners in other USG agencies, the Ministry of Health, Ministry of Finance, and other Government of Uganda (GoU) stakeholders, development partners, local organizations, and implementing partners regarding health systems strengthening issues.
