Assignment Description

The objective of IFCs Morocco Climate Entrepreneurship project is to contribute to unlocking clean technology markets in Morocco by building the capacity of the Morocco Climate Innovation Center (MCIC)/Cluster Solaire and Moroccan ecosystem players to support green ventures in Morocco. This will in turn help contribute to creating high-quality jobs in the sustainable energy and other cleantech sectors while helping Morocco mitigate and adapt to climate-related challenges through local solutions and stimulating growth.

The project aims to help unlock Morocco`s clean technology markets by building the capacity of both the Cluster Solaire and Moroccan ecosystem players to support and develop climate technology, including sustainable energy, in Morocco. This will accelerate the creation of quality jobs in the sustainable energy and clean technology sectors, while helping Morocco mitigate and adapt to climate-related problems through local solutions that stimulate growth.
In line with its objectives, the project consists of the following three components:
- Component 1: Strengthen the MCIC / Cluster Solaire business model, its quality of business services and the capacity of its staff to provide these services;
- Component 2: Support entrepreneurship ecosystem coordination and networking efforts to initiate the development of early-stage clean technology companies;
- Component 3: Stimulate and support the development of a clean technology market by improving access to early-stage financing for clean technology entrepreneurs.

This assignment is focused primarily on Component 1 of the project.

The MCIC/Cluster Solaire has many objectives, notably to connect various sector stakeholders, maximize synergies, facilitate access to information, improve small and medium-sized business productivity, enhance innovation capacity and develop skills and capacities. Sustainability is a core concern for the MCIC / Cluster Solaire. To ensure the viability and sustainability of its activities, the MCIC / Cluster Solaire needs to re-examine its strategy and implement an innovative business model allowing for self-financing through the development of paid services to the ecosystem. This also means strengthening fundraising activities with donors and sponsorship activities with institutions and large corporations.

The Cluster Solaire is currently understaffed in light of renewable energy and technology sector developments and the resulting growth in needs to support stakeholders seeking to establish or strengthen their presence in the sector. The acceleration of Cluster Solaires activity since 2017 led to an increase in the number of projects managed, while the internal organizational structure remained unchanged. As such, Component 1, including the mobilization of additional resources in support of Cluster Solaires activities and new business model implementation is crucial.

The Senior Consultant sought for this assignment is to intervene primarily on the following aspects:

- Responsible for implementing a new business model focused on sustainability/self-financing and assisting in its deployment, namely through:
o Identifying REs and Green Technologies ecosystem needs based on documentation available at MCIC / Cluster Solaire level and one-to-one interviews;
o Providing new high-value added fee-based services to the ecosystem and monitor implementation;
o Developing a Business Model enabling new revenue streams and contributing to sustainability/self-financing of the cluster;
o Developing the Business Plan;
o Translating the Business Plan into an action plan that is both actionable and measurable;
o Setting up a Dashboard to manage financing;
o Ecosystem and Partnerships: Supporting ecosystem and partnership initiatives for key Cluster Solaire programs and locations.

- Others: As required, support MCIC / Cluster Solaire teams with the following related activities (non-exhaustive list):
o Along with Cluster Solaire General Management, as part of business development activities for new member recruitment and start-up support,
o Preparation of financing and fundraising applications for the Cluster;
