Tender Details

Tenders are invited for Selection of a Specialized Firm for the Ex-Post Evaluation of the Implementation of the SAP System.

1. The ECOWAS Commission intends to use part of its funds to finance a service contract to be concluded with a consultancy firm
(it could be a single undertaking, a consortium or the partner of a consortium) who will be responsible for ensuring the provision of the ex-post evaluation
of the implementation of the SAP system at ECOWAS.

2. The main objectives of this mission are: (i) to determine the degree of success of the project, including the extent to which it has
achieved the objectives set; (ii) study the effectiveness of all elements of business solutions, in order to be able to determine if further
improvements can be made to maximize the benefits provided; (iii) Investigate ways in which systems or systems use
(SAP operations) could be strengthened to promote other savings or benefits; and learn lessons from this project that can be
used by team members and the entire organization to improve future project work and solutions.

3. The ECOWAS Commission shall invite consulting firms specializing in ex-post evaluation of the implementation of the SAP system (or any other similar computer system) to submit their applications for the services described above. The criteria for pre-selection are as follows:
(a) General experience of the firm; (b) Specific and positive experience in post-implementation evaluation of SAP implementation or
other similar system within international organizations or in donor funded projects over the course of ten years ( 10) last
years; (c) Relevant professional experience in the ECOWAS region over the past ten (10) years, supporting documentation;
(d) Availability of the staff required for the implementation of the ECOWAS project, with the production of a complete list of staff, accompanied by their
respective CVs giving detailed indications of their competences (all the elements required on their knowledge, aptitudes and behavior), as well
as their relevant experience in ex-post evaluation of the implementation of the SAP system or any similar system; (e) Knowledge and experience in the use of software or computer systems and the SAP System; (f) Linguistic abilities in French, English, and Portuguese.
