Tenders are invited for Selection of a Global Infrastructure Solutions Manager for the EUROCONTROL Pension Fund.
The European Organisation for the Safety of Air Navigation (EUROCONTROL) was founded in 1960 by six States. It now has 41 Member States. EUROCONTROL‘s mission is to harmonise and integrate air navigation services in Europe, aiming at the creation of a uniform air traffic management (ATM) system for civil and military Users, in order to achieve the safe, secure, orderly, expeditious and economic flow of traffic throughout Europe, while minimising adverse environmental impact.
EUROCONTROL has its own pension scheme for its staff. To finance the pension scheme, EUROCONTROL established a Pension Fund on 01.01.2005. The Pension Fund has no separate legal identity from the Organisation; it is just a separate category of assets within the Organisation. Therefore, the legal contracting party to any investment agreement is EUROCONTROL
The role of this infrastructure solutions partner is to leverage on its strong knowledge of the
asset class in order to operate a customized investment program, with the following
characteristics:
• Design of the appropriate fund allocation in line with the technical specifications while ensuring well diversification and taking into account current infrastructure funds held by EUROCONTROL ;
• Select a minimum of three [3] top-rated (high quality) infrastructure asset managers
with funds which are available for investment in the year;
• Provide the associated abstract of the due diligence reports for the selected asset
managers;
• Manager implementation, fee negotiation and support to contracting;
• Capital deployment: comprising investment, cash flow management, including
reinvestment of cash coming from reimbursement of the liquidated existing
infrastructure investments which have reached their end of life;
• Monitoring of the selected managers;
• Monitoring that the total infrastructure portfolio is well diversified.
