Expressions of Interest

The National Agency for Heritage Promotion and Tourism Development (ANPT) has received funding from the French Development Agency ("AFD"), and intends to use part of the amount here to make payments under the contract relating to the full project management mission for the construction of the Akassato-Sô Ava road and the Sô-Ava logistics platform.

The Candidate`s Services will have as their object: (i) the preparation of technical documents linked to the design of the works at each phase (APS, APD (including studies and sizing of hydraulic works), PRO and DCE), (ii ) support for the examination of technical offers and assistance with the works contract; (iii) the provision of technical notes enabling the technical and economic choices to be confirmed with the ANPT and the validation of the execution files; (iv) scheduling, coordination and site supervision; (v) operational monitoring of the implementation of the works; (vi) assistance with reception operations with participation in validation and acceptance sessions.

The National Agency for the Promotion of Heritage and Tourism Development (ANPT) invites Applicants to express their interest in providing the Services described above.

The eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for the award of contracts financed by AFD in the States foreigners ", available online on the AFD website: http://www.afd.fr.
Applicants can only submit one application in their own name or in a Group. If a Candidate (including the member of a Grouping) submits or participates in several candidatures, these will be eliminated. However, the same Subcontractor can participate in several applications.
If the Candidate is formed into a Grouping, the Expression of Interest must include:
- a copy of the Grouping agreement concluded by all of its members,
or
- a letter of intent to form a Grouping, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Subcontractors.
The references and qualifications of Subcontractors are not taken into account in the evaluation of applications.
Interested Applicants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references to recent and similar services.
The similarity of the references will be analyzed according to:
- The size of the markets;
- Of the nature of the Services: Design, Studies, Monitoring / control and coordination of works
- Of the field and technical expertise: Architecture, Civil Engineering / Road;
- The geographic context in the region (West Africa); working language: French

The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria:
- Experience in monitoring works requiring earthmoving operations in wet or floodable areas;
- Control of environmental and social issues, including gender issues
In the event of a Group, its proxy as well as any member having its headquarters outside the Customer`s country must meet each of these criteria.
An application which does not meet any of these requirements will be rejected.
The National Agency for the Promotion of Heritage and Tourism Development (ANPT) will draw up a shortlist of six (6) candidates maximum and three at least, preselected on the basis of the reference list, to which it will send the Request for Proposals for performance of the Services required.
