I - CONTEXT AND JUSTIFICATION
Higher education in Côte d'Ivoire is at a crossroads because of the weak performance, both internal and external, and the new requirements brought about by globalization. It is a fact today that African countries can not remain marginalized from the phenomenon of internationalization of the higher education system, characterized by the gradual harmonization of training offers, diplomas and study cycles.

Higher education institutions will thus have to resort to convergence policies, notably through the search for common denominators in accordance with the main principles of the academic Bachelor-Master-Doctorate (LMD) system, and across borders, as in the case of principles of the Bologna Declaration adopted by European countries. The weak internal performance of higher education, reinforced by a problem of overstaffing, undermines the entire higher education system and social peace throughout the country. In order to give it a new face and drastically reduce the failure rate, and in accordance with the spirit of the Licence-Master-Doctorate system, it is essential to improve university training by bringing institutions together in a sustainable manner. higher education of the labor market.

In the case of the implementation of the LMD in Côte d'Ivoire, the emphasis was put on the implementation of the Bachelor and Master levels. Regarding doctoral training, each university tries somehow to lead them without real reference and a base in line with the requirements of the LMD and the vision of the MESRS. Thus, within the framework of the Support Project for the Development of Higher Education (PADES), the Office for the Coordination of Employment Programs (BCP-Emploi) plans to recruit from the Youth Employment and Skills Development Project (PEJEDEC) funds. a cabinet for the elaboration of the national strategy for the creation of Doctoral Schools in Côte d'Ivoire.

II - OBJECTIVE OF THE MISSION
The objective of the mission is to propose a national strategy for the creation of doctoral schools in Côte d'Ivoire accompanied by an implementation plan integrating the principle of coordination, pooling and coherence. and evaluation, both nationally and internationally, in relation to businesses and the labor pool. III - EXPECTED RESULTS
- The state of play of the situation of the doctoral schools in Côte d'Ivoire is done. It takes into account the legal framework of doctoral schools (laws, regulations, etc.) and the evaluation of the functioning and place of existing doctoral schools;

- The strategy for the creation of doctoral schools in Côte d'Ivoire is based on a new regulatory framework, an operational and functional system as well as a financing system;

- All the aspects which reinforce the coherence and the relevance of the interventions of the doctoral schools are taken into account in the strategy: governance, means to put at the disposal of ED to ensure their mission (infrastructures, equipment and human resources), mechanisms of financing pedagogical aspects, international dimensions of ED, etc.

- An overall comprehensive plan for the implementation of the strategy is elaborated indicating the activities to be carried out, the expected results, the unit and global costs, the implementation schedule, the person (s) responsible for implementation and a monitoring system for implementation.

IV - DURATION OF THE MISSION
The mission will take place for a maximum of sixty (60) days from the start date indicated in the Order of Service which will be notified to the consultant.

V - PROFILE OF THE CONSULTANT
The firm must have at least five (5) years of experience in reform in education-training with a focus on doctoral training. To this end, he must have carried out, during the last ten (10) years, at least two (2) similar missions, namely the development of a strategy and an implementation plan of creation and development of doctoral schools.

VI - CONSTITUTION AND FILING OF CASES OF EXPRESSION OF INTERESTS
Eligible and interested candidates are invited to submit an expression of interest dossier containing relevant information indicating that they have relevant experience to carry out the mission: presentation of the structure and its references / detailed experiences concerning the execution of similar missions, attestations of good execution of the missions carried out.

For each similar mission carried out, the tenderer must provide information on:
- the description of the mission and the services performed;
- the references of the sponsor of the mission (Client);
- the certificate of good execution (including the amount of the service).

Any similar reference not justified by a certificate of good execution will not be taken into account during the evaluation.
