Expression of Interest are invited for Technical Study for the Construction of two (2) Joint Border Post.
1. The Mfum Border Joint Border Post Model constructed between the Federal Republic of Nigeria and Republic of Cameroon is proposed to be adopted for the Transport Facilitation Component of the Mano River Union: Road Development and Transport Facilitation Programme. However, the Layout/General arrangement of the existing design would have to be matched against the site plan of the project site to establish a suitable orientation and disposition. Since there are no Survey Plan and Information for the JBP Sites, the recruited Design Consultant will establish the Survey Plan and Information.
2. The proposed/designed buildings and structural elements above ground level could be successfully adopted. Nonetheless, foundation elements could change since conditions between sites and even within sites would not be the same. Geotechnical investigations will have to be carried out at the project site (bearing capacity, etc) to enable proper design of the foundations to suit the site under consideration. For Civil Works (Road Alignment, Profiles, Cross-Sections, Drainage, Storm Sewers, Parking Lots, etc.) there is a need to carry out Topographic Surveys and Engineering Surveys to enable Engineering Designs of Geometric Elements, Approach Roads, Parking Lots, Drainage, etc.
3. The main services under this project shall include : to prepare the architectural, civil engineering and structural design including drawings, specifications, priced and unpriced bill of quantities (BOQ) for the construction of a Joint Border Post (JBP). Furthermore, the services will involve mainly the Architectural and Engineering Studies for the Lay-Out (Master Plan), Conceptual Design and Detailed Engineering Design. The Joint Border Post design must meet High Environmental Quality (HEQ) standards and must, in particular, design the building and its orientation for enhanced thermal comfort, use durable construction methods and materials, as well as insulate the building and ensure that it is energy efficient.
4. The consulting services will be procured under the general guidance of the Joint Technical Committee set up under the framework of the Mano River Union: Road Development and Transport Facilitation Programme. The Contract duration is for 4 months and it is envisaged that a team of key personnel will be required to carry out the activities identified above. Payment under these services shall be charged equally to the loans received by Republic of Cote d’Ivoire, Republic of Liberia and Republic of Guinea.
5. The Economic Community of West African State (ECOWAS) Commission, on behalf of the Joint Technical Committee (JTC) constitutes of representatives from Ministries in charge of Public Works in Republic of Côte d’Ivoire, Republic of Guinea and Republic of Liberia and the MRU Secretariat, invites eligible Consultants (consulting firms specialized in transport infrastructure engineering) to indicate their interest in providing these services. Interested Consultants shall be shortlisted based on the following criteria: (a)General Experience in Building/Road (Studies/Supervision) over the past 10 years (2008 – 2017); (b)Specific Experience in the Engineering Design of Building/Road during the past 10 years (2008 – 2017); (c) Experience in Donor-Funded Building/road Projects in Sub-Sahara African during the last 10 years (2008 – 2017); (d) Availability of appropriate skills staff( List, Qualifications, and Experience); (e) the Availability Logistic (Resources and Equipment); (f) the Availability of IT Resources (Specialized Software), (g) Capacity to Produce Reports and all other Relevant Documents in both English and French. Interested consultants can submit application for one of both lots. NB: Each Reference will be summarized on a Project Sheet with all relevant Supporting Documents indicating the Contact Information of the Contracting Authorities so as to Facilitate Verifications of the information provided: Excerpts of Contract (inner cover page and page with the signatures) in addition to an Attestation of Good Performance.
6. Consultants may constitute Joint-Ventures to enhance their chances of qualification.
7. The Eligibility criteria, preparation of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” – May 2008 Edition Revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
