This public call for expression of interest follows the general public procurement notice n ° 306 / PRMP / MCVDD / S-PRMP of 11 / 02/2020 published on the public procurement web portal www.marches-publics.bj.
Benin has requested funding from the French Development Agency (AFD), and intends to use part of the amount to make payments under the Program for the Adaptation of Cities to Climate Change ( PAVICC) whose purpose is to reduce vulnerability to climatic hazards and improve the living conditions of the populations of four (04) towns in southern Benin: Bohicon, Comé, Cotonou and Sèmè-Podji.
The PAVICC will contribute to:
(i) supporting city planning by integrating natural risks and the challenges of adapting to the impacts of climate change;
(ii) improve the level of urban infrastructure, equipment and services for residents;
(iii) improve local governance and strengthen the steering capacities of local and national actors in the “cities and climate” field.
The Candidate`s Services will have the following objectives:
Ø To support, in a participatory approach, the Communes of Cotonou, Comè and Sèmè-Podji in updating their communal contingency plans;
Ø To support, in a participatory approach, the Municipality of Bohicon to develop its municipal contingency plan;
Ø To ensure, in a learning approach, the capacity building of actors, in the management of risks and disasters at the municipal level
The Ministry of the Living Environment and Sustainable Development (MCVDD) invites Candidates under Beninese law to express their interest in providing the Services described above.
This Call for Expressions of Interest is aimed at consulting firms with experience in developing contingency plans.
The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Funded Contracts by AFD in foreign countries ", available online on AFD`s website: http://www.afd.fr.
Applicants can only submit one application in their own name or as a Group. If an Applicant (including a member of a Grouping) submits or participates in several applications, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.
If the Candidate is constituted as a Group, the Expression of Interest must include:
- a copy of the Grouping agreement concluded by all of its members,
or
- a letter of intention to constitute a Group, signed by all its members members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Sub-contractors.
The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.
Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will list references of recent services (the last five years) and similar.
The similar nature of the references will be analyzed according to:
- the scope of the contracts carried out for the development / updating of a municipality / region or a country`s contingency plan;
- The nature of the development / updating services of municipal contingency plans following the “climate-proofing” approach;
- Domain and technical expertise to support municipalities in learning and capacity building in the management of prevention and reduction of major disaster risks;
- From the geographical context: experiences in Benin, West Africa and in the French language.
The MCVDD will also examine the relevance of the Expressions of Interest with regard to the following criteria:
- The consultant`s experiences in drawing up / updating contingency plans
- The consultant`s experiences in drawing up / updating municipal contingency plans
- Experiences the consultant for the training of actors in the prevention and management of crises and disasters
At this stage of the procedure, the provision of a certificate of completion or performance by the consultants is not required.
In accordance with Article 2.3.1 of the “Guidelines for the Procurement of Contracts financed by AFD in Foreign States”, the Ministry of the Living Environment and Sustainable Development (MCVDD) will draw up a shortlist of three (03) candidates (minimum) to six (6) Candidates (maximum), preselected on the basis of the candidatures received, to whom he will send the Request for Proposals for the performance of the required Services.
The choice of Candidates to be included in the shortlist will comply with the following rules:
• The Candidate must present the list of similar experiences carried out in relation to the object of the referenced assignment;
• In the event of a Grouping, the references of all members will add up;
• The ranking of Candidates is based on the greatest number of references that meet the similarity criteria;
• In the event of a tie, the number of experiences in Benin will prevail.
