Enhancing Investment for Climate-Resilient Development in the Nokoué Lake Complex - Porto Novo Lagoon (RICC)

1. The National Water Partnership of Benin (PNE-BENIN), has obtained funding from the Special Fund for Climate and Development (CDSF) of the African Development Bank to cover the costs of the project "Strengthening Investments for Climate-Resilient Development in Lake Nokoué Complex - Porto Novo Lagoon "(RICC).

2. This project has the following main objectives:

- (i) capitalize and generate climate information;

- (ii) strengthen the capacities of the Nokoué ICED and stakeholders including women`s groups in planning and implementing climate-resilient adaptation-enhancing investments and resilient climate change development for sustainable management of climate change; lagoon complex and;

- (iii) promote ethanol gel as an alternative to GHG emitting fuels.

3. In carrying out the project, the following acquisitions will be carried out according to the Bank`s system:

Recruitment of consulting firms for (i) Selection of consultant for the realization of the technical, financial, economic and environmental feasibility study for setting up a unit for processing water hyacinth in ethanol gel ; and (ii) Selection of a financial institution for the management of the Local Development Fund for the Promotion of Adaptation Activities and the Green Economy using the Quality and Cost Based Selection Method (QBS);

7. Recruitment of Consulting Firms for the Recruitment of an NGO to Demonstrate the Extension of Ethanol Gel Using the Qualification-Based Consultant Selection Method (SQC).

8. Recruitment of audit firms for the financial audit of the RICC-BENIN project accounts using the least cost selection method (SMC).

9. The recruitment of individual consultants responsible for(i) Conduct an inventory of climate information management, natural disaster risks and climate change adaptation measures in the production sectors in the complex; (ii) the design of the database; (iii) Recruitment of an individual consultant for the architectural study and monitoring of the center`s construction work; (iv) technical assistance for the start of the production of ethanol gel for young people; (V) Recruitment of a consultant for the development of the action plan for the promotion and popularization of ethanol gel; (VI) Recruitment of an individual consultant for the realization of capitalization support; (VII) Recruitment of an individual consultant for the internal evaluation of the project;
