SECTION 1: INFORMATION TO BIDDERS
1.1 Notice to Bidders
Equal Access International (EAI) is the implementation partner of the United States Agency for International Development's (USAID) Voice of Peace Project (V2P). The V2P project is a regional initiative to strengthen communication and the media to promote social cohesion, democracy, human rights, governance in Burkina Faso, Cameroon, Niger, Mali and Chad. This goal will be achieved through a wide variety of activities to enhance stability and social cohesion among the populations affected by violence.

1.2 Overall objective
The objective of this solicitation is to be able to contract with a consultant who will be able to provide a complete and thorough assessment of all the risks and threats to the safety of our personnel and property in the various project countries (mainly in Sahel and the Lake Chad region) including provincial offices; to propose appropriate solutions to reduce security difficulties; to administer adequate training on security aspects.

Appendix 1 provides more details on the expectations for this solicitation.

1.2 Type of agreement for the service to be performed
EAI intends to select a consultant (the consultant may be a firm or a group of individual consultants) for the signature of a fixed price contract for the performance of the service stipulated in these specifications. This selection will be made through a bid evaluation process associated with this call for tenders.

1.4 Questions and Answers

Tenderers must take all appropriate measures to ensure that the proposal is submitted within the time allowed. The proposals will be submitted in two files (one for the technical offer and the other for the financial offer) in French.

Costs related to the preparation and submission of proposals are the responsibility of the bidders. EAI is not responsible or accountable for the costs incurred, regardless of the conduct or outcome of the acquisition process .

SECTION 2: CONSTITUTION OF SUBMISSION FILE AND EVALUATION OF TENDERS
2.1 Presentation of the technical offer
The tenderer must highlight in his technical tender the following elements, while taking into account the terms of reference attached in Annex 1.

Please note that the bidder may be a firm / company or independent consultants.

If the bidder is a group of individual consultants, please provide the following documents:

Curriculum vitae (CV) of consultants;

Copy of diploma or certification in the field of security or equivalent diploma;

Documentary evidence of your years of professional experience in the field of security in the Sahel and / or Lake Chad region (copy of a service contract or consultancy in the security field);

Previous references in similar services in the Sahel and / or Lake Chad region;

Detailed work plan (establish a detailed timeline that will highlight all the different steps with turnaround times);

Detailed presentation of your methodology of work which will take into account all the expectations described in the present specifications;

Provide at least 03 previous references similar to these specifications (use the template in Appendix 2).

If the Bidder is a firm, please provide the following documents:

General presentation of the firm by providing access to the area of ??expertise relating to this call for tenders;

2.2 Presentation of the financial offer
The Consultant must provide a detailed offer by country that will better relate the financial offer to the technical offer. The costs must be established in CFA francs and the prices will be evaluated without taxes (the request for exemption from VAT will be provided, if necessary). Any costs relating to any country obligations or other related charges will not be chargeable to EAI.

Your financial offer must be valid for a period of 90 days from the deadline for submission of offers.

§ Financial Evaluation Criteria

A. Revision of the Security Manual

Each submission must submit a narrative on its methodology and modus operandi by representative offices of the V2P project. The narrative must specify at least the following information :

Advise on the EAI Safety Manual, and propose any modifications or additions, if necessary;

Review meeting points and evacuation routes by office;

Provide standard indicators that allow a situation to be assessed or monitored in terms of security;

Define the general rules of behavior, the level of security as well as the movements authorized or not according to the security situation of the moment;

Formalize the first steps of what is commonly called "crisis management" in an incident defined as "critical";

B. Risk assessment and threats

Identification and assessment of risks, threats and vulnerabilities by office;

Recommendations on the plan or mode of travel on the road, updating basic SOP (Standard Operating Procedures) during the field mission, in particular by road. These recommendations should allow Equal Access International staff to implement the activities;

C. Staff training on security aspects

Training should be done for all staff in each office. Therefore, each tenderer must propose (at least) his training content on the following aspects:

Training on aspects of the safety manual of the V2P project (such as the use of fire extinguishers, attitude in case of robbery, ambush, attack etc ...)
