Tender Details

Tenders are invited for Selection of Companies Responsible for Execution of Rural Electrification Works in Four (04) Regions.

1. The Government of the Republic of Cameroon has received financing from the OPEC Fund for International Development (OFID) in the form of a loan, and intends to use part of the amount of this loan to make the payments. under the Phase II Rural Electrification Project contract with funding from OPEC FUND in four (04) Regions of Cameroon (Adamaoua, North, Coast and South).

2. The Director General of the Rural Electrification Agency (AER), invites candidates to submit their offers under closed envelope for supplies and rural electrification works in four (04) regions of Cameroon (Adamaoua, Littoral, North and South).

Duration of supplies and works, 12 months.

3. The call for tenders will be carried out in accordance with the international call for tenders procedures opened in accordance with the procurement directives financed by the OPEC FUND.

5. A complete set of the Tender documents in French can be obtained at the above address, after payment of a non-refundable amount of Five Hundred Thousand (500, 000) XAF or the equivalent in Euros. Payment will be made by payment to the ARMP Special Allocation Account opened with the International Bank of Cameroon for Savings and Credit (BICEC) according to the following bank references:

6. Tenderers will provide a price for all installations on the basis of a single responsibility. These prices will be inclusive of all taxes.
Bidders are therefore invited to refer to the summary of direct and indirect duties, taxes and charges applied to projects in the Republic of Cameroon.

7. The contract may be awarded to a single tenderer or to a group of companies duly constituted by notarial deed.

8. The contract will be awarded to the tenderer who submits the lowest-priced offer, which will be essentially compliant.

9. The preparatory meeting for the establishment of tenders will be held in Yaoundé at the headquarters of the Project Management Unit, on March 23, 2020 at 10:00 am Cameroon time. This meeting will be followed by a mandatory site visit.

10. Tenders must be submitted no later than April 30, 2020 at 1:00 p.m. Cameroon time.

All offers must be accompanied by an offer guarantee of an amount of One Hundred Fifty Millions (150, 000, 000) XAF or the equivalent in Euros, according to the model appearing in the CAD and issued by banks and insurance companies. indicated in annex to the DAO Updated list of banks and insurance companies . However, the bond issued by a first-rate foreign bank accepted by the OPEC FUND and having representation or correspondence in Cameroon approved by MINFI is also accepted.

11. Tenders received after the deadline will be rejected.

12. The bids of the technical and financial offers will be opened in a single step in the presence of the representatives of the tenderers who decide to attend the opening session which will take place at the above address, on April 30, 2020 at 2 p.m. 00, Cameroon time.
