Since 1987, the "democratic transition" in Haiti has been marked by major challenges of state governance and weakness of the judicial system. The structural challenges remain major. Lack of independence, corruption, influence peddling, lack of skills and disempowerment of actors generate impunity and arbitrariness on a daily basis. The conviction rateis extremely low, while thousands of poor people spend years in prison in inhumane conditions without even being judged. Human rights violations are multiplying, while the victims are left to their own devices. The system does not give legal certainty to citizens, especially the most vulnerable, and therefore offers no basisfor the reform of a just and equitable society. In particular, women and people who are victims of discrimination and gender-based violence do not have concrete access to justice and can not afford to defend their rights by the courts. They often do not have the means to be accompanied by alawyer, and when they succeed, he is often not sensitized to the specificities of their case. The judicial area, instead of being an area ofsupport, often reproduces discrimination and even violence against these vulnerable people. UN Women, with funding from the ROL joint program with MINUSTAH in Octoberre 2016, has been able to implement activities aimed at reducing violence against women and girls through the four themes of the Rule of Law: Justice, Police, Correctional and Human Rights.In the framework of this program, UN Women was able to provide legal assistance to women and girls, ensure the provision of legal aid servicese for people experiencing gender-based violence to respond to the worrisome situation of women and people who are victims of discrimination and gender-based violence who do not have meaningful access to justice and have not not the means todefend their rights in court.In contrast, the level of vulnerabilitysocioeconomic status of populations with an abject poverty line (more than 60% of...
