1. The Central Bank of West African States (BCEAO) has received a grant from the African Development Bank (AfDB) for the financing of the project to support the access of microfinance institutions (or

Decentralized Financial Systems) to the regional payment system of the West African Economic and Monetary Union (WAEMU) and plans to use part of the sums granted under this Grant, to finance the services of a Cabinet of Consultants in charge of the study and assistance for the establishment of a computer processing center (CTI) in Ivory Coast and a second one in Niger.

2. This new opinion follows that published during the period from 24 August to 12 September 2018, which was declared unsuccessful.

3. The services offered by these two (2) Data Processing Centers (ITCs) will initially be limited to a sample of twenty (20) Decentralized Financial Systems (DFS) distributed in Côte d`Ivoire and in Niger.

4. The objectives of the mission assigned to Cabinet are:

• the realization of the inventory of fixtures and the assessment of the needs of the DFS of Côte d`Ivoire and Niger in terms of Information Systems and Management (GIS)

;

• the definition of the technical and functional architecture of ITCs, based on the state of the art and the best international standards in this area;

• the development of the plan for the installation and operationalization of the Centers;

• a detailed assessment of the costs of implementing the Centers;

• assistance and the conduct of works aimed at the operationalization of the Centers;

• the training of beneficiaries in the exploitation of the tools deployed in the Centers.

5. The duration of the study phase is three (3) months. Technical assistance for the installation and deployment of ITCs is planned over a twenty-four (24) month period.

6. The BCEAO invites consulting firms to apply for the services describedabove. Interested firms are required to provide information demonstrating that they possess the required qualifications and relevant experience in the execution of services (brochures, references concerning the performance of similar contracts, experience in similar conditions, availability of necessary knowledge among staff, etc.). Cabinets can work together to increase their chances of qualifying.

7. The Firms must be competent to carry out all the services mentioned aboveand have accumulated proven experience in carrying out similar studies.

8. Cabinets must also ensure the availability of appropriate skills in their team.

9. Eligibility criteria and selection procedures will be in accordance with the African Development Bank Procedures and Procedures for the use of consultants as defined in the New Acquisition Policy for Bank-financed Operations. (October 2015) and more specifically according to the Quality and Cost Based Selection (SBQC) method.
