Tenders are invited for Roster for Monitoring and Evaluation Experts - Maritime Security.

I. Context

Maritime areas offer a wide potential for economic activities, especially maritime trade, which accounts for more than 90% of freight transport. However, they are subject to significant criminal risks such as piracy or illegal fishing. In the face of these challenges, which can jeopardize economic development, regional coordination between countries is essential.

If piracy has decreased in the Indian Ocean, which is the seaway through which about 70% of the world`s oil is transported, the area remains affected by other forms of crime: trafficking in human beings, drug or weapons trafficking, illegal fishing or the illegal exploitation of marine resources. The Gulf of Guinea, home to the two major oil-producing countries of sub-Saharan Africa, is increasingly affected by acts of piracy or armed robbery that disrupt shipping and exploitation of the ocean`s resources.

Finally, port infrastructures are strategic for economic activities but are also vulnerable to malicious threats and industrial risks. Ports can be exploited by criminal organizations for the transit of illicit and dangerous goods, and they are also a potential target for terrorist attacks with far-reaching consequences for human security, port infrastructure and local and regional economies, because of the disruption of port activities. Finally, industrial risks are all the more important as ports are frequently integrated into densely populated urban areas.

II. Required expertise

1) General objective of the mission

The general objective of the expertise mission is to provide Expertise France with the necessary elements for the efficient monitoring and evaluation of the project, together with advice on all actions to be undertaken.

2) Specific objectives (non-exhaustive list)

The specific objectives resulting from the general objective are as follows:

Monitoring the performance of the project (achievement of the targets of the project) over the course of its existence, by setting up initial targets, and regular review;

Controlling of at-risk activities;

Evaluation of the results and the impact of the project;

Analysis, summary and recommendations on evaluation and control elements, for Expertise France.

3) Description of tasks

Control and evaluation plan: An initial monitoring, control and evaluation plan will be prepared by the expert at the launch of the project. The plan will cover the entire project period, and will also detail the activities of the project to be undertaken up until the publication of the next annual action plan. In particular, it will propose indicators and other assessment and control tools, consistent with project objectives and risks.

Development of M&E tools: Indicators, questionnaires, etc.: for the project in general as well as for specific activities when necessary (trainings for example, which are an important component of the project).

Assisting and training the rest of the team in the use of the M&E tools in order to ensure smooth data collection and analysis.

Monitoring: The expert will be in charge of regularly collecting data, in order to update the control and evaluation plan, and will inform Expertise France of any element that could influence or jeopardize the management of the project. Specific activities could require after action reviews or evaluation reports.

In situ evaluations: Tasks to be determined depending on specific needs.

Project evaluations: The expert will frame / participate in or implement the evaluations of the project.

Capitalization on specific activities: to be determined, depending on specific needs.

Yearly reports: The expert will contribute to the yearly reports of the project with elements of the control and evaluation plan, and to the final evaluation of the project, of its results and its impact.

4) Expected results

The mission will help the project management team to redirect its actions in a reactive manner depending on the evolution of risks, sharing of experience, and depending on the performance of the project (based on the control and evaluation plan). Finally, it will allow for the global analysis of the project (performance, results, impact) and for taking into account sharing of experience for other similar projects.

Different deliverables can be requested throughout the mission:

Monthly mission reports;

Monitoring, control and evaluation plan with a baseline;

Logical framework;

Monitoring and evaluation tools;

Regular evaluation and control reports;

All other data and input required by Expertise France and the donor;

Participation to the annual implementation report to the donor.

III. Expert profile

1) Number of request man days: to be determined - about 10 days per month

2) Professional Profile

A. Education / Qualification :

University degree in international relations or other relevant field;

Fluent in spoken and written French and English;

Requested highest demonstrable professional competences on:

o Inter-cultural communication

o Team work

o Autonomy and initiative

B. Professional experience

A minimum 5 years relevant professional experience;

Experience of international cooperation projects, especially funded by the EU;

Experience in monitoring and evaluation based on the OECD methodology;

Experience on the topic of maritime security.

C. Additional specific requirements

Experience with the following will be a plus:

o Experience in EU or international projects;

o Experience in non OECD countries, especially in West and Central African countries.
