Name of Project
The Local Government Unit of Bingawan, through the Department of Interior and Local Government intends to apply the sum of ONE MILLION NINE HUNDRED NINETY FIVE THOUSAND SIX HUNDRED FORTY TWO PESOS (Php1, 995, 642.00) being the Approved Budget for the Contract (ABC) to payment under the contract for the ROAD REHAB/CONCRETING OF FARM TO MARKET ROAD (180.00 Ln.m.) at Barangay Tubod, Bingawan, Iloilo. Bids received in excess of the ABC shall be automatically Bids rejected at bid opening.

1. The Local Government Unit of Bingawan now invites bids for.
Completion of work is required within 90CD. Bidders should have completed within 30 CD from the date of submission and receipt of bids, a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders.
2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest on outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
3. Interested bidders may obtain further information from Local Government Unit of Bingawan and inspect the Bidding Documents at the address given below during 8 AM to 5 PM, Monday to Friday.
4. A complete set of Bidding Documents will only be purchased by interested bidders starting August 09 - 29, 2018 from the address below upon sending a Document Request at the PhilGEPS website and payment of a nonrefundable amount of ABC to the Cashier of the Municipality of Bingawan.
5. The Municipality of Bingawan will hold a Pre-Bid Conference on August 16, 2018 at 9:00 A.M. at the Municipal Hall, Municipality of Bingawan, Iloilo, which shall be open to all interested parties.
6. Bids must be delivered to the address below on or before August 29, 2018 at 10:00 o-clock in the morning. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
7. Bid opening shall be on August 29, 2018 at SB Session Hall, 10:05 o-clock in the morning. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
8. Bidder-s representative must submit Special Power of Attorney (SPA) duly notarized for the purpose of joining the competitive bidding for the project during the submission of bid.
9. Bidder or his Representative must present Two (2) valid ID-s i.e. Recent Company ID and SSS ID upon submission of bid.
10. The Local Government Unit of Bingawan reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
