ASSIGNMENT DESCRIPTION

Objective

The objective of FIGs Risk Management Advisory Program is to provide financial institution (FI) capacity building services and dissemination of best practices to strengthen risk management capabilities in Banks, NBFCs and MFIs. The program takes a holistic approach by focusing on all aspects of sound strategy and risk management including risk governance, market risk, liquidity risk, credit risk, operational risk, asset liability management, and capital adequacy. Through its projects, the program aims to demonstrate that growth and resilience to crises requires implementation of better strategy and risk management systems and processes.

Duties / Accountabilities:

IFC is seeking to recruit a highly-motivated Risk Management Consultant to support the Banking Risk Management Advisory team within the Financial Institutions Group.

The Consultant will design and manage projects related to the implementation of risk management practices across regions. He / she will work closely with global/regional specialists and regional teams supporting strategic client banks to identify areas for improvement and establish and implement projects to build capacity across the risk function. The Consultant will lead the development of relevant tools and materials that contribute to the risk management product offering and are able to be implemented within client projects. This will broadly cover the following areas:

Risk Governance: design risk management framework, Board and Management risk oversight, risk strategy, risk appetite, role of CRO, policies, reporting, training etc.
Internal Capital Adequacy Assessment (ICAAP): capital measurement methods, models, projections, stress testing, policy, procedures, risk based pricing, capital allocation, RAROC models.
Credit Risk: risk department function, lending process reengineering, credit risk policies and procedures, risk rating and scoring methods, portfolio management and reporting tools, stress testing, calculating credit risk capital including probability of default models, non-performing loan management, provisioning, analytics and reporting.
Market Risk and Asset Liability Management (ALM): risk department function, ALCO oversight and reporting, trading and banking book risk measures (interest rate, FX, liquidity etc.), policies, limits, risk capital calculations, treasury operations, funds transfer pricing, analytics and reporting.
Operational Risk: operational risk function, policies and guidelines, methods and tools including: risk control self- assessments, key risk indicators, loss data event capture and analysis, risk registers, business impact analysis, risk capital calculations.

The Consultant will work closely with the global specialists and FIG region advisory services. He/ she will lead the support of existing Risk Management portfolio clients and expand the new client base in the region as needed. He/she will also support the knowledge and learning agenda for risk management in partnership with the global team including risk management training to current advisory staff at the regional level.

The Specialist will be expected to spend the bulk of his/her time working on large scale risk management project implementations, but he/ she should plan on contributing his/her time to the global learning agenda and developing relevant tools and materials to be used in client projects and practice group knowledge management.
