General Procurement Notice for Ring-fencing of Electricity Metering Services in Cameroon.
GENERAL PROCUREMENT NOTICE
1) The Electricity Sector Regulatory Agency (ARSEL) of Cameroon has received a grant from the Fund for African Private Sector Assistance (FAPA) through the African Development Bank to finance a Technical Assistance on “Ring-fencing of Electricity of Metering Services in Cameroon.”
2) The principal objective of this Project is to address the metering gap in the Cameroonian Electric Industry (CEI) by supporting the national electricity regulator and private sector (SMEs consortium) through the provision of technical assistance to draft regulations and guidelines to further create and license new entities.
Under the coordination of the national electricity sector regulator, the following long-term goals are expected:
- Establishment of a new business model aimed at creating and licensing new entities, Meter Asset Providers (MAPs) to provide innovative metering services to the Distribution System Operators (DSOs) through a Service Level Agreement (SLA) between the DSOs and the MAPs;
- Promotion of the private sector by stimulating the growth of local meter manufacturing sector in the selected countries;
- Improved consumers’ connection rate, revenue collections and reducing collection and commercial losses;
- Improved/advanced data analytics at the distribution level to refine the demand forecast and energy sector planning studies;
- Establishment of a knowledge exchange support network for African countries regarding regulations on metering.
3) The project includes the following components:
(i) Component 1: Feasibility studies Carry out feasibility studies for ring-fencing of metering services within the electricity market in the country. This will include undertaking a SWOT analysis of the metering industry in Cameroon and a review the legal and regulatory framework of the proposed structure in relation to national laws for private sector participation. The consultant will develop a corresponding risk response plan, a financial and business model for the MAPs, and a modus operandi for revenue collection under the ring-fenced metering services model.
(ii) Component 2: Drafting of regulations for smart/prepaid metering deployment This will include the recruitment of a consultant to revise existing regulations and/ or draft new regulations (decrees, ministerial orders, regulatory instruments, etc.). The consultant will conduct a gap analysis of the current regulations and policy on the metering sector and propose revisions and/or new regulations as necessary.
(iii) Component 3: Sensitization Workshops and Dissemination
Sensitization workshops highlighting the outcomes and findings of the project, and sensitize key sector stakeholders, development partners and private sector on the proposed strategy and roadmap to deliver ringfenced prepaid/ smart meter services in Cameroon.
4) Procurement of goods and/or services and the acquisition of the services of Consultants will be in accordance with the AfDB’s Procurement Policy Framework for Bank Group Funded Operations, approved in October 2015. Bidding documents are expected to be available by January 2020
