ASSIGNMENT DESCRIPTION
The International Finance Corporation (IFC), a member of the World Bank Group, fosters sustainable economic growth in developing countries by financing private sector investment; and providing advisory services to improve the business climate and competitiveness of the private sector. One of IFCs priority areas of work is improving the sustainability and enhancing the competitiveness of industries by addressing their challenges and needs in terms of resource efficiency and renewable energies.
IFC Advisory Services in Egypt is seeking the services of a consulting firm to support a global textile/apparel brand and its suppliers/mills to unlock resource efficiency improvement opportunities and boost renewable energy.
The overall goal of this assignment would be to enhance the long-term competitiveness and sustainability of the sector by supporting participating factories to undertake in-depth resource efficiency assessments and follow up implementation support. The program will focus on reducing water, energy, and chemical use (water-energy chemical nexus) following the proven IFC Partnership for Cleaner Textile (PACT) approach delivering and will include customized support for increasing the supplier use of onsite and purchased renewable energy. The program implementation should result in a decrease of specific use of energy and water, cost savings and GHG emission reductions on the clients side.
Scope of work would include but not limited to collecting data/baseline assessments, on-sight assessment/technical audit and analysis and provision of final suggestions on a set of recommended measures to be implemented by the firm, including such options as: environmental management practices options to reduce energy consumption (gas/steam and electricity) in a cost-effective manner used in the production process including energy management processes & systems, identifying energy saving opportunities for specific equipment and end uses; identification of water consumption reduction options/strategies, analysis of water usage and identification of potential pumping efficiencies, identification of areas for water use efficiency improvements; chemicals usage during washing and dyeing, assessment of opportunities for reduction; waste management practices (including effluent treatment) assessments and recommendations for improvements; assessing the feasibility and attractiveness of renewable energy options including onsite PV and cogeneration as well as renewable energy purchase, and analysis of financial returns of investment components identified, as well as suggestions on appropriate models.

The consultant will be a firm or consortia of firms with appropriate local experience, presence and local language capabilities.

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
Qualification Criteria
1. Provide information showing that they are qualified in the field of the assignment / scope of work by providing evidence of similar work/completed assignments similar to the services described herein. *
2. Provide information on the technical and managerial capabilities of the firm. *
3. Provide information on their core business and years in business. *
4. Provide information on the qualifications of key staff, including local experience. It is expected that the information about the staff who would be directly involved in the this assignement will be provided. *
