Project Title: MADE West Africa, - Migration and Development, Partnership for a Governance of Migration and Rights-Based Mobility

Short report on the indicators adopted or in the process of adoption for SDG 8.7, 10.7 and 10.c at global and regional level, the implementation of these SDGs in the West African context and development of further indicators using a rights-based approach.

1. General Background:

The project "West Africa - Migration and Development, Partnership for a Governance of Migration and Rights-Based Mobility" or MADE West Africa which is funded by the European Commission was launched by AFFORD (African Foundation for Development), the Centre for Migration Studies (University of Ghana), the FORIM (Forum of International Organizations of Migration Issues) and ICMC Europe (International Catholic Migration Commission). MADE West Africa's general objective is to promote good governance of migration and mobility, as well as the protection of the rights of migrants in the ECOWAS region, in order to increase the benefits of migration and mobility on development.

These objectives are achieved through an in-depth three-year work (2017-2020) on six pilot countries, namely Burkina Faso, Ghana, Guinea, Senegal, Sierra Leone and Togo, on three pillars:

· The implementation of the ECOWAS Free Movement Protocol;

· Respect for the rights of migrant workers originating from West Africa; and

· Maximizing the contribution of diaspora to the development of countries of origin.

2. Purpose and Scope of the Assignment

Under the supervision of the MADE West Africa, the selected consultant will draft an overview of the implementation of SDGs 8.7, 10.7 and 10.c in the West African context and the indicators adopted for the same SDGs at regional and global level. The planned research will conduct a critical analysis and develop further indicators.

These indicators will be used for the development of short annual progress review documents for the implementation of:

· SDG 8.8 in the case of Senegal and Guinea

· SDG 10.7 in the case of Ghana and Sierra Leona

· SDG 10.c Burkina Faso, Ghana, Sierra Leone and Togo

These annual progress review documents will be done by partner organisations themselves with the exception of ICMC which will work in collaboration with expert consultants based in the target countries to review progress of Guinea and Senegal in achieving SDG 8(8).

They will be presented and shared on the occasion of the Global Forum on Migration and Development (Morocco in December 2018), which role in monitoring the implementation of the migration-related targets of the Agenda 2030 is becoming key. In addition, progress will also be presented on the occasion of the High-Level Dialogue on International Migration and Development in 2019 in New York.

At the regional/sub-regional level, progress reviews will be shared with ECOWAS and at other relevant regional and sub-regional events. At the national level, progress reviews will be shared with concerned governments and with civil society organisations to strengthen their advocacy messages in that regard.

3. Output

The selected consultant will produce a (maximum) 25 page document which will be easily readable and usable for civil society organisations to develop annual review documents to support advocacy work in the region by civil society organisations and more generally the activities of MADE West Africa in the development of an advocacy roadmap in the three topics the project engage on.

4. Tasks

· Analyse the framework and latest developments regarding the SDGs indicators proposed by the Inter-Agency and Expert group and the work of other relevant international organisations around the SDGS (such for instance IOM on the Migration Governance Framework or ILO on SDG 8).

· Analyse the role of regional organisations such as the African Union and ECOWAS in developing these indicators and in assisting in the implementation of the SDGs.

· Look into good practices regarding mobility, migrants- workers protection and remittances in the ECOWAS region which could be replicated in the case-countries.

· Look into the progress of the relevant case-countries in submitting their voluntary reviews.

· For the overall context, the paper should take into account the outcomes of the researches developed by MADE West Africa partners for each case-countries on the themes of intra West African mobility (Ghana and Sierra Leone), migrants- workers protection (Senegal and Guinea) and contribution of the diaspora to development and job creation (Burkina Faso, Ghana, Sierra Leone and Togo). The selected consultant will also take into account the previous work implemented by the MADE programme on SDGs and migration and its attempts to develop further indicators. See for instance: Stockholm Agenda on migrant and migration-related goals and targets in post 2015 global and national development agendas and Migration and SDGs implementation. The real challenge starts now. ICMC Europe will make all the relevant documents available to the selected candidate.

· Inform MADE West Africa project manager on the progress of the drafting of the paper to discuss consistency with the objective of the study.

· Deliver final version of the paper by 5 November 2018, taking into account the need for review in the context of overall project deadlines;

· Final approval will be given by the MADE West Africa project partners (AFFORD, CMS, FORIM and ICMC Europe).

5. Qualification and Experience:

a) Master or doctorate level in Law, Political Science, Migration Studies or related field;

b) 5 years of relevant professional experience;

c) Excellent knowledge of migration and development related issues.

d) Detailed knowledge of policy frameworks and processes related to the Sustainable Development Goals;

e) Excellent research and drafting skills, with demonstrated experience of both;

f) Fluency in English and French and excellent writing skills.

g) Ability to deliver quality work independently and to meet deadlines under tight timeframes.
