Description : The purpose of this RFQ is to select a qualified consultant to develop indices on HIV-related stigma and discrimination experienced by below key populations most affected by HIVo Men who have sex with meno Sex workerso Transgender peopleo People who inject drugs.These measures would be used by global and national-level policy makers, advocates and programme implementers engaged in the AIDS response. They would also be key indicators for global tracking of progress on eliminating HIV-related stigma and discrimination. The indices would provide measures that could be broken down by domains/sub-domains and specific indicators to better understand the situation of HIV-related stigma and discrimination and stigma and discrimination experienced by a key population most affected by HIV in a country. While many measures of different forms of stigma and discrimination currently exist, there is currently no measurement tool to bring these together. Index measures aim to facilitate understanding and interpretation of the overall situation of stigma and discrimination in relation to the AIDS response in a country in a meaningful way. This will in turn inform policy making and advocacy to address this issue.
