Background



The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. Each year, WFP assists some 86.7 million people in around 83 countries.

WFP has an independent Office of Evaluation (OEV) based at its headquarters in Rome, Italy. OEV contributes to WFP being fit for purpose by providing its decision-makers and all stakeholders with independent assessment of results for accountability and learning to inform policy, strategic and programmatic decisions.

Within its responsibilities and as set out in WFP's Evaluation Policy, OEV ensures that all completed evaluation reports are independently assessed by a panel of reviewers against predefined standards, with results reported in the annual evaluation report contributing to high quality and credible evaluations. OEV calls this the Post Hoc Quality Assessment (PHQA).

OEV launched the PHQA in 2016 to assess both centralized evaluations managed by the Office of Evaluation (Corporate Emergency Evaluations (CEE), Country Portfolio Evaluation (CPE), Strategic Evaluations (SE), and Policy Evaluations (PE)) and decentralized evaluations managed by regional bureaus, country offices and HQ divisions.
