INVITATION TO BID



The Department of Public Works and Highways, Iloilo City District Engineering Office, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the following Contract:

Contract Name: Repair/Rehab/Improvement of MPB, Brgy. San Pedro, Jaro, Iloilo City, Iloilo City

Contract Location: Brgy. San Pedro, Jaro, Iloilo City

Brief Description: Improvement of MPB - Installation of Canopy at Guard Terrace, Waterline installation and Elevated water tank at Brgy. Hall, demolition works, replacement of existing sliding doors to Awning glass door, canal lining improvement, steel grating and extension of roofing at gym, Floor topping front of Mini Market beside gym Elev = 200mm thick, electrical layout of seniors office room. Repainting works of exterior wall of Hall, minor repairs of damage gutters and downspout.

Approved Budget for the Contract (ABC): Php 1, 498, 166.33

Source of Funds: GAA CY 2019 (LIP)

Contract Duration: 67 calendar days



The BAC is conducting the public bidding for this Contract in accordance with RA 9184 and its Implementing Rules and Regulations (IRR).



To be eligible to bid for this Contract, a contractor must meet the following major requirements: (a)

Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size Range Small b, (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial

Contracting Capacity (NFCC) at least equal to the ABC.*



The DPWH will use non-discretionary -œpass/fail- criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.

1.Issuance/Downloading of Bidding Documents February 8, 2019 - February 28, 2019 *Hard copies at BAC Secretariat, Address. *Downloadable from (a) DPWH website www.dpwh.gov.ph, (b) PhilGEPs website www.philgeps.gov.ph.

2. Pre-Bid Conference February 15, 2019 Department of Public Works and Highways, Iloilo City District Engineering Office, Fort San Pedro Road, Iloilo City

3. Receipt by the BAC of Bids Deadline: February 28, 2019 ; 10:00 am Department of Public Works and Highways, Iloilo City District Engineering Office, Fort San Pedro Road, Iloilo City

4. Opening of Bids Immediately after dropping of Bids. Department of Public Works and Highways, Iloilo City District Engineering Office, Fort San Pedro Road, Iloilo City







Bidders shall pay the BAC a non-refundable fee of Five Thousand Pesos Only (Php 5, 000.00) for the Bidding Documents, upon securing hard copies of the Documents. Bidders that downloaded the Documents from the DPWH/PhilGEPS website shall pay the fee upon submission of their bids.



-œIf at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor-s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid.-



The Department of Public Works and Highways, Iloilo City District Engineering Office, Fort San Pedro Road, Iloilo City reserves the right to accept or reject any bid and to annul the bidding process any time before the Contract award, without incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of RA 9184 and its IRR.
